<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: 115%; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; color: black;"><span style="mso-tab-count: 1;"> </span><span style="mso-spacerun: yes;"> </span>It is intimated that the above said industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.06.2023 and engaged in the manufacturing of Blankets @ 3000 Pcs./Day. <span style="mso-spacerun: yes;"> </span>The industry was granted consent for discharge of trade effluent @ 360 KLD Into sewer after treatment in CETP installed at M/s Shital Fibre Ltd, A-17, Focal Point, Jalandhar.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 115%; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; color: black;"><span style="mso-tab-count: 1;"> </span>Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS. <span style="mso-spacerun: yes;"> </span>The industry has submitted consent fee adequate upto 15/9/2027 under both Acts. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 63.0pt; mso-line-height-alt: 8.4pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; color: black;">Earlier the industry was visited by the committee constituted by Hon’ble NGT on 13/12/2019. <span style="mso-spacerun: yes;"> </span>Accordingly, the industry was given personal hearing before the Chairman of the Board on 12/03/2020 and it was decided as under:- </span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 21.3pt; mso-add-space: auto; text-align: justify; text-indent: -21.3pt; mso-line-height-alt: 8.4pt; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Segoe UI'; color: black;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Segoe UI','sans-serif'; color: black;">The Regional office, Jalandhar shall monitor the effluent treatment plant of the industry by collecting effluent samples after 20-days. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 21.3pt; mso-add-space: auto; text-align: justify; text-indent: -21.3pt; mso-line-height-alt: 8.4pt; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Segoe UI'; color: black;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Segoe UI','sans-serif'; color: black;">The industry shall deposit interim Environment Compensation amounting to Rs. 10.0 lacs, in 2 equal installaments i.e. 1st installment of Rs. 5.0 lacs within 07-days and 2nd installment of Rs. 5.0 lacs in 1st week of April 2020. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 21.3pt; mso-add-space: auto; text-align: justify; text-indent: -21.3pt; mso-line-height-alt: 8.4pt; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Segoe UI'; color: black;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Segoe UI','sans-serif'; color: black;">The industry shall make proper arrangement (with already installed OCEMS) by constructing a pucca holding tanks after ETP, so that entire treated effluent shall pass through this holding tank & the probe/sensor of Online Continuous Effluent Monitoring System (OCEMS) already installed by industry shall be dipped into treated effluent in holding tank for appropriate recording of concentration of pollutants within 20-days. This holding tank shall be provided with a lockable (Wooden/Steel) type fixture in order to not to enable the industry to temper the probe/ sensor of OCEMS. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 21.3pt; mso-add-space: auto; text-align: justify; text-indent: -21.3pt; mso-line-height-alt: 8.4pt; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Segoe UI'; color: black;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Segoe UI','sans-serif'; color: black;">The industry shall obtain permission from Punjab Small Industries & Export Corporation limited (PSIEC) for discharge of its trade effluent from CETP (installed for its trade effluent & of sister concerns) within 20-days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 21.3pt; mso-add-space: auto; text-align: justify; text-indent: -21.3pt; mso-line-height-alt: 8.4pt; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Segoe UI'; color: black;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Segoe UI','sans-serif'; color: black;">In case, if Punjab Small Industries & Export Corporation limited (PSIEC) declines the permission for discharge of trade effluent into Punjab Small Industries & Export Corporation limited (PSIEC) sewer, then industry shall adopt ZLD Technology & submit scheme/ action plan regarding ZLD technology, within a month. </span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 21.3pt; mso-add-space: auto; text-align: justify; text-indent: -21.3pt; mso-line-height-alt: 8.4pt; mso-list: l0 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Segoe UI'; color: black;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Segoe UI','sans-serif'; color: black;">The Regional office, Jalandhar shall submit compliance report in reference to all the decisions of hearing after 01-month to decide further action in the matter. The industry did not deposit interim Environment Compensation amounting to Rs. 10.0 lacs as decided during hearing dated 12/03/2020.</span></p>
<p class="MsoNormal" style="text-align: justify; mso-line-height-alt: 8.4pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; color: black;"><span style="mso-tab-count: 2;"> </span>The industry has not submitted the Environmental Compensation till date and has failed to comply with the decisions taken during personal hearing before worthy Chairman of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 63.0pt; mso-line-height-alt: 8.4pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; color: black;">Thereafter, RO has collected effluent & air emissions samples on 3.02.21 and 4.4.2022 and results have been found within the limits of the Board. The industry has been visited by CPCB official on 24.6.2021 and O&G (22.8 mg/ltr against 10 mg/lt) was found exceeding effluent standards. The Bank Guarantee of Rs 10 lacs bearing no. 0242ILG000711 dated 15/06/2011 was expired on 14/06/2012. The reminder letter was issued to the industry vide this office letter no. 447 dated 20/02/2023. However, the industry has not submitted the extended Bank Guarantee till date.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 63.0pt; mso-line-height-alt: 8.4pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; color: black;">The industry was visited by officer of Regional Office on 04/07/2023 to process the consent application of adjacent unit whose trade effluent was being discharged into this industry’s ETP. The aeration was found closed during visit. However, the samples were not collected as the same were collected recently on 18/05/2023. The treated effluent samples were collected on 18/05/2023 and the same were found within the prescribed limits of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 63.0pt; mso-line-height-alt: 8.4pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; color: black;">As per the record</span><span style="font-family: 'Segoe UI','sans-serif'; color: windowtext;">, the industry has installed one no. Thermopac Heater of 40 Lacs Kcal and has installed trima cyclone</span><span style="font-family: 'Segoe UI','sans-serif'; color: black;"> followed by Two Stage Alkali Wet Scrubber as APCD. The industry is using Pet </span><span style="font-family: 'Segoe UI','sans-serif'; color: windowtext;">Coke as Fuel. The sample of stack emission was collected by Board officers on 21.12.2017 and as per analysis report particulate matter is 235 mg/Nm3 and Sulphur dioxide is 222 mg/nm3 which is within the limits prescribed by the Board. The last sample collected on 04/04/2022 and particulate matter (Tehmopac 40 Lkcal) @ 240 mg/Nm3 at</span><span style="font-family: 'Segoe UI','sans-serif'; color: black;"> 12% CO2 & Sulphur Dioxide @ 206 mg/Nm3. <span style="mso-spacerun: yes;"> </span></span></p>

The site of industry falls in focal point. </span></p>
