<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> It is submitted that the industry is a rice sheller unit, which falls under small scale orange category and has been established after obtaining consent to establish (NOC) vide no. </span> CTE/Fresh/FDK/2022/19470911 dated 13.08.2022, valid upto 31.07.2023 for the<span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> manufacturing of Raw rice with dryer @ 2.0 TPH and Sorted rice @ 2.0 TPH, under Orange category, with certain conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Thereafter, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 on 18.07.2023 for</span><span style="font-family: 'Tahoma','sans-serif';"> </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">operation of rice sheller unit </span>to manufacture <span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">Raw rice with dryer @ 5.0 TPH and Sorted rice @ 5.0 TPH, under Orange category, however same was returned due to some discrepancies. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Now, the industry has applied on 04.08.2023 for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981, for</span><span style="font-family: 'Tahoma','sans-serif';"> </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">operation of rice sheller unit </span>to manufacture <span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">Raw rice with dryer @ 5.0 TPH and Sorted rice @ 5.0 TPH, under Orange category, with requisite documents and adequate consent fees. The detail of case is as under:-</span></p>
<p class="TableParagraph" style="text-align: justify; line-height: 150%; margin: 4.75pt 0in .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;"> The industry has deposited </span>Rs. 42,000/- deposited vide UTR/Ref. No. N184232528287871 dated 03.07.2023 as water consent fee under the Water Act, 1974 and Rs. 42,000/- deposited vide UTR/Ref. No. N184232528278430 dated 03.07.2023 as air consent fee under the Air Act, 1981<span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">, against the fixed assets of Rs. 139.76 Lakhs as on 31/03/2023 as per CA certificate dated 17/06/2023 submitted by it. Thus, the consent fee is adequate upto 3</span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi; mso-bidi-language: PA;">0</span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">/09/2026 under each Acts, including penalty fee (as the representative of the industry informed that they have commissioned the unit in previous year).</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry was visited by AEE (undersigned) of this office on </span>07.08.2023 <span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">and it was observed as under:-</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry was not in operation during visit, due to paddy off season. The industry has installed machinery for the production of sorted raw rice with dryer. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has covered all the processing sheds.</span></p>

<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">At the point of rice husk discharge pipe, wall on that direction is more than 300 feet away from the discharge pipe, as such there are no chances of reaching rice husk to that point, as such brick wall with mesh wire having total height 15' is not required to be provided.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary.</span></p>

<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.</span></p>

<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2026 for operation of rice sheller unit to manufacture Raw rice with dryer @ 2.0 TPH and Sorted rice @ 2.0 TPH, under Orange category, subject to the suitable conditions.</span></p> |
