CTOW/Renewal/MKS/2021/17075016 & CTOA/Renewal/MKS/2021/17074822 dt. 11.10.2021, valid upto 30.09.2023 for operation of rice sheller unit of capacity 2 TPH of Raw rice/sorted rice with dryer, subject to the conditions mentioned therein.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: -.25in; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> <span style="mso-spacerun: yes;"> </span> Now, the industry has applied for renewal of consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit to produce Raw rice / sorted rice @ 2 TPH with dryer under orange category.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: -.25in; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> <span style="mso-spacerun: yes;"> </span>The details of the case is as under: -</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry has deposited consent fee of Rs. 42000/- vide online R. No.<br />SDL136435851 dated 03.08.2023 under Water Act, 1974 and Rs. 42000/- vide online R.No. SDL136436127 <span style="mso-spacerun: yes;"> </span>dated 03.08.2023 under the Air Act, 1981 against fixed assets of Rs. 125.11 lacs dated 01.08.2023. Thus, the fees is adequate up to 30.09.2028 under the both acts.</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has deposited the Rs. 1200/- vide online R. No. SDL136435986 dated 03.08.2023(Rs. 700/-as NOC regularization fee for the increased assets<span style="mso-spacerun: yes;"> </span>and Rs. 500/- as application form fee).</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has submitted a letter stating that the increase in CA certificate of Rs. 42000/ (approx.) is due to purchase of a blending machine.</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">It is submitted that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry.</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry was lastly visited by AEE of this office on 21.09.2019 and it was observed that the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">It is submitted that condition was imposed in the CTO issued to the industry that the industry shall comply with the air emission discharge standards prescribed by MoEF by notification no. GSR 152 (E) dated 16.03.2012. The Board has not notified these standards and the industry is complying with the emission standards of 750 mg/NM3 as notified vide notification dated 15.10.2013.</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: Wingdings; mso-fareast-font-family: Wingdings; mso-bidi-font-family: Wingdings;"><span style="mso-list: Ignore;">Ø<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Keeping in view of above, it is recommended that - renewal of consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit for production of Raw Rice / Sorted Rice @ 2 TPH with dryer for a period upto 30.09.2028, subject to the suitable conditions and special condition that the rice sheller will get its air emission sample analyzed in coming paddy season.</span></p> |
