Earlier the industry was granted consents under Water Act, 1974 vide no. CTOW/Varied/LDH1/2020/13219299 dated 04.09.2020 valid upto 31.03.2025 & under Air Act, 1981 vide no. CTOA/Varied/LDH1/2020/13219562dated 04.09.2020 valid upto 31.03.2025 for manufacturing of M.S strips @ 100 MT/day.  Thereafter a compliant was received from nearby residents regarding discharge of trade effluent onto land in an open plot. Accordingly the site was visited by the officers of this office on 17.07.2023 and complaint was found to be genuine. The report regarding the short comings/non-compliance observed were sent to the Competent Authority of the Board and the matter was considered by the Competent Authority of the Board and the industry was directed as under:- <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">1.    The industry shall deposit Environmental Compensation amounting to Rs. 10 lakh due to environmental damage cause by it. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">2.    The industry is directed to get the ground water of the area analyzed <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">3.    The industry shall provide acid-proof tiles in the storage area for pickling effluent to avoid any contamination due to spillage <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">4.    The industry shall dispose off the entire contaminated soil to TSDF Nimbua <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">5.    The industry shall take the remedial actions as well as close down its polluting process on its own immediately.                   The above directions were conveyed to the industry vide Boards letter no. 3994-97 dated 24.07.2023. Now, the industry has applied for renewal of ‘Consent to Operate’ under Water Act, 1974 for production of M.S Strips @ 100 Metric Tonnes/Day. The industry has already deposited Rs. 180000/- vide UTR no. N169201162313858 dated 17.06.2020 & Rs. 34200/- vide UTR no. N206201195078217 dated 24.07.2020 under Water Act, 1974, which is valid upto 30.06.2025 now deposited Rs. 1,65,500/- vide no. YESB32199760439 dated 07.08.2023 and Rs. 14,400/- vide no. YESB32199761074 dated 07.08.2023, which is adequate upto 31.03.2028. The industry has filled online application form, uploaded latest CA certificate, request regarding exemption from EC imposed and the giving reason behind that stagnation to be the heavy rain fall in ludhiana, due to which industry's shed got damaged and rain water flooded inside the factory and to protect their sensitive machinery, they drained the rain water which also got some metal and acid elements, copy of agreement, compliance of earlier granted consent. The industry was visited by officer of this office on 11.08.2023 and observed as under: <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">6.    The industry was in operation during visit & engaged in process of heat treatment & pickling of M.S strips & M.S sheet. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">7.    The industry has made a revised agreement with M/s JBR Technologies Pvt. Ltd., Ludhiana (CETP) for lifting its trade effluent @ 50000 Ltr/month and domestic effluent is discharged onto land for plantation after septic tank. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">8.    The industry has installed the water meter at the pipeline in the process area & its reading during visit was 5568.05 KL. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">9.    The industry has provided the total effluent storage of capacity 30000 Ltr which is adequate if industry got lifts its effluent at least twice in a month to CETP. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">10. The industry has maintained the record of water meter reading regarding consumption & effluent lifted to M/s JBR Technology Pvt. Ltd., Ludhiana. The record maintained by the industry was checked and found in order. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">11. The industry has installed two annealing furnaces of capacity 30 MT each with 3 base and adequate stack height. The HSD and gas is being used as fuel. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">12. The industry has installed one baby boiler with adequate stack height. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">13. The industry has installed one DG set of capacity 200 KVA with adequate stack height & canopy. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">14. The industry has already submitted building plan prepared by approved Architect of Director of Factories, Punjab. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">15. In Compliance to the directions, the industry has recovered the effluent accumulated in the kacha pit and shifted to collection tank. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">16. The industry has also leveled the pit and crop has sown in the area. The photographs are attached for kind perusal. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 76.5pt;">17. The point wise compliance of directions issued by the Competent Authority of the Board is as under:- <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 112.5pt;">a.    The industry has requested for exempting them for depositing Environmental Compensation amounting to Rs. 10 lakh. The request of the industry may kindly be perused. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 112.5pt;">b.    The industry is yet to get ground water of the area analyzed. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 112.5pt;">c.    The industry has provided acid-proof tiles in the storage area for pickling effluent to avoid any contamination. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 112.5pt;">d.    The industry has stored all the contaminated soil and the same is yet to be shifted/disposed-off to TSDF Nimbua. <p class="TableParagraph" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; margin: 0in 0.45pt 0.0001pt 112.5pt;">e.    The industry has closed the outlet from where the effluent was earlier discharged onto open plot.         In view of above, it is recommended that application of the industry for obtaining ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 may be forwarded to the Competent Authority for taking appropriate action on the request of the industry for exempting them from deposition of EC amounting 10 lakhs and action to decide the consent application of the industry may be taken in light of decision of the Competent Authority on the request regarding exemption of EC.
