<p class="MsoNormal" style="text-align: justify; line-height: 150%; mso-layout-grid-align: none;"><span style="mso-spacerun: yes;"> </span>The Project Proponent has applied for consent to operate under the Water Act, 1974 & the Air Act, 1981 in orange category for operation of mining site measuring 4.94 hectare in the revenue estate of Village Sukhera Bodla, bearing khasra nos. <span style="mso-spacerun: yes;"> </span>(Sukhera Bodla-I) 17//12(8-0), 13(8-0), 18(2-18), 8/2(5-10), 9/1(5-0), 9/2(3-0), 10(8-0) (Sukhera Bodla- II) 16//1(8-0), 10(8-0), 13//22(5-7), 17//5/2(4-0) (Sukhera Bodla-III) -13/2/2(4-0), 2/1(4-0), 9(8-0), 12/2(1-16), 12/1(6-4), 19(8-0), Tehsil Jalalabad, District Fazilka for mining of minor minerals (Sand) @ 31406 TPA. The details of case are as under:</p>

SEIAA/MS/2023/1320 dated 13.09.2023 in the name of M/s Kissan Petroleum (K.S.K.), Village Peer Baksh Chauhan, Tehsil Jalalabad, Distt. Fazilka for mining of sand @ 31406 TPA in revenue area measuring 4.94 hectare, bearing khasra nos. (Sukhera Bodla-I) 17//12(8-0), 13(8-0), 18(2-18), 8/2(5-10), 9/1(5-0), 9/2(3-0), 10(8-0) (Sukhera Bodla- II) 16//1(8-0), 10(8-0), 13//22(5-7), 17//5/2(4-0) (Sukhera Bodla-III) -13/2/2(4-0), 2/1(4-0), 9(8-0), 12/2(1-16), 12/1(6-4), 19(8-0), Village <span style="mso-spacerun: yes;"> </span>Sukhera Bodla, Tehsil Jalalabad, District Fazilka for a period of seven years from date of issuance of EC under category-B2 with project / activity 1(a) for mining of minor minerals (Sand) on Agriculture Land as per approved mining Plan with the manual method of mining only & subsequent presentation / clarifications made by the project proponent, subject to the conditions as proposed by the SEAC & certain amendments therein & agreed by the project proponent in addition to the proposed measures.</p>
<p class="MsoListParagraph" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">•<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The office of <span style="mso-spacerun: yes;"> </span>Executive Engineer-cum-District Mining officer, Fazilka, vide their office memo no. 4178-22/Mining Tender dated 06.07.2023 issued provisional acceptance for Mining Cluster no. 27 Comprising of Sukhera Bodla 1,<span style="mso-spacerun: yes;"> </span>Sukhera Bodla 2 and<span style="mso-spacerun: yes;"> </span>Sukhera Bodla <span style="mso-spacerun: yes;"> </span>3 in District Fazilka vide tender notice no. 01/2023-24/Commercial Mining Site ( Sukhera Bodla <span style="mso-spacerun: yes;"> </span>1,2,3) (Cluster-27) dated 12.05.2023 for highest bid mining offered by M/s <span style="mso-spacerun: yes;"> </span>Kissan Petroleum (K.S.K.), Village Peer Baksh Chauhan, Tehsil Jalalabad, Distt. Fazilka, subject to the condition mentioned therein.</p>
<p class="MsoListParagraph" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">•<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The Project Proponent has submitted copy of latha and aks sijra and certificate of CA dated 15.09.2023 showing total cost of the project as Rs. 23.55 Lacs for mining site at Village <span style="mso-spacerun: yes;"> </span>Sukhera Bodla.</p>
<p class="MsoListParagraph" style="margin-left: 22.5pt; text-align: justify; text-indent: -22.5pt; line-height: 150%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">•<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The Project Proponent has deposited Rs. 5400/- each vide Receipt no. <span style="mso-spacerun: yes;"> </span>762157786 and <span style="mso-spacerun: yes;"> </span>650106760 dated 15.09.2023 as consent to operate fee under the Water Act, 1974 and the Air Act, 1981, which is adequate for period for three year i.e., under orange category. However, the industry has not deposited NOC fee.</p>

<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; line-height: 150%; margin: 0in 0in 8.0pt -.9pt;"><span style="mso-spacerun: yes;"> </span>To process the application, the mining site was visited by this office on 16.09.2023 and it was observed as under:</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -36.75pt; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 0in 8.0pt 35.85pt;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The site is located in the revenue estate of Village Sukhera Bodla, Tehsil Jalalabad, District Fazilka along the link road in agriculture fields. Paddy was grown on about 8 acres of land area of the site and rest of 4 acres of the land was lying vacant. No mining was carried out at the site, during visit.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -36.75pt; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 0in 8.0pt 35.85pt;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The project proponent has not demarked the area of mining site with pillars around corners of the site.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -36.75pt; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 0in 8.0pt 35.85pt;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->There was no portable toilets at the above mining site.</p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -36.75pt; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 0in 8.0pt 35.85pt;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The project proponent has not provided movable tanker for sprinkling of water at vehicle movement area to suppress the dust emission generated during movement of vehicles.</p>

<p class="MsoNormal" style="text-align: justify; line-height: 150%; mso-layout-grid-align: none;"><span style="mso-spacerun: yes;"> </span>Keeping in view of the above, it is recommended that the consents to operate under the Water Act, 1974 and Air Act, 1981 may be refused, please.</p> |
