CTOW/Renewal/BAR/2018/8493668 dated 28/09/2018 and the Air Act, 1981 vide no. CTOA/Renewal/BAR/2020/13014516 dated 03/07/2020, both valid upto 30/09/2023, for manufacturing of Sorted Raw Rice (without Dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material under orange category.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: 107%;"><span lang="EN-US" style="font-family: 'Tahoma',sans-serif;">Now, the industry has applied for renewal of consents to operate under the Water Act, 1974 & the Air Act, 1981, for production of Sorted <span style="color: black; mso-color-alt: windowtext; background: white;">Raw Rice (without Dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH</span>, <span style="color: black; mso-color-alt: windowtext; background: white;">as raw material under orange category</span>.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: 107%;"><span lang="EN-US" style="font-family: 'Tahoma',sans-serif; color: black; mso-color-alt: windowtext; background: white;">The industry has deposited Rs. 56000/- through online vide R No. 32641693311DC dated 21/06/2023 & Rs. 28000/- vide R.No. 33460212171DC dated 29/08/2023 under the Water Act, 1974 & Rs. 56000/- through online vide R No. 32641682601DC dated 21/06/2023 & Rs. 28000/- vide R.No. 33460229331DC dated 29/08/2023 under the Air Act, 1981. The fee deposited is adequate up to 30/09/2033 against the value of fixed assets of Rs. 110.59 lacs as per CA certificate dated 29/08/2023 <span style="mso-spacerun: yes;"> </span>as on 31/03/2023 and Rs. 1800/- deposited vide UTR NO. 33460186521DC dated 29/08/2023 as NOC Regularization Fee.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: 107%;"><span lang="EN-US" style="mso-bidi-font-size: 10.5pt; line-height: 107%; font-family: 'Tahoma',sans-serif;">The industry has also submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. The industry has further submitted an undertaking that the consent to operate to my rice sheller unit be granted based on the undertaking submitted by me, therefore, in case during the visit to the industry in future, the entire contents of the undertaking or any part of this undertaking is found false, the Board shall be free to take action against the unit under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. </span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: 107%;"><span lang="EN-US" style="font-family: 'Tahoma',sans-serif; color: black; mso-color-alt: windowtext; background: white;">The industry has submitted Air Emission Sampling Cheque Rs. 12567/- vide R.No. 46/5372 dated 24/07/2023.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: 107%;"><span lang="EN-US" style="mso-bidi-font-size: 10.5pt; line-height: 107%; font-family: 'Tahoma',sans-serif;">The industry has also submitted undertaking regarding updation of APCD from time to time,<span style="mso-spacerun: yes;"> </span>in future when and required by PPCB or Punjab Govt. As per modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 regarding harmonization of classification of industrial sectors under red, orange, green, white categories vide its letter dated 07.03.2016 along with the "Final documents on revised classification of industrial sectors under red, orange, green & white categories" which also includes the consent period for which the consents are to be granted to red, orange & green category industries for five years, ten years & 15 years respectively. The Board vide its letter no. 9982-1003 dated 27.03.2018 has requested this office to strictly follow consent validity criteria as mentioned in the modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. </span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: 107%;"><span lang="EN-US" style="mso-bidi-font-size: 10.5pt; line-height: 107%; font-family: 'Tahoma',sans-serif;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry. Further, it is intimated that there is no change in the underappreciated value of the fixed assets. </span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: 107%;"><span lang="EN-US" style="mso-bidi-font-size: 10.5pt; line-height: 107%; font-family: 'Tahoma',sans-serif;">No complaint is pending against the industry. The industry was found complying with consent conditions during last visit and consents were granted thereafter.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span lang="EN-US" style="mso-bidi-font-size: 10.5pt; line-height: 107%; font-family: 'Tahoma',sans-serif;">Keeping above in view, it is recommended that consent to operate granted under the Water Act, 1974 & under the Air Act, 1981 may be renewed up to 30/09/2032 for manufacturing of Sorted Raw Rice (without dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH under orange category, subject to certain conditions to be mentioned therein.</span></p> |
