CTE/Fresh/PTA/2022/18538491 dated 26/10/2022, which was valid upto25/10/2023 for setting up of a Warehouse Project having built up area of 29,115.2 sqm at Village-Chamaru, H.B.No.79, Tehsil-Rajpura, District-Patiala,Punjab<strong> </strong>under orange category with suitable conditions mentioned therein.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Now, the industry vide its letter dated 12.09.2023 has submitted that due to financial crises we have not started construction of the warehouse at the proposed site for which NOC was obtained from the Board and the same is lying vacant. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Accordingly, the </span><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-fareast-language: EN-IN; mso-bidi-language: PA;">industry has applied for obtaining extension in the validity of NOC earlier granted by the Board under Water Act, 1974 and Air Act, 1981 for further one year along with requisite documents. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The project proponent has deposited 50% of the total fee of the project i.e. Rs 28200/- vide online receipt No. 187041307dated 14.09.2023 on account of NOC fee under Water Act, 1974 and Air Act, 1981 against the investment of Rs. 41.54 crores, which is adequate for further one year i.e. <strong>25.10.2024.</strong></span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Further, as per the record file, the industry has already obtained Environmental Clearance vide no. SEIAA/PB/MIS/2022/EC/19 on 03.07.2022 for construction of warehouse project located at Vill. Chamaru, Tehsil Rajpura, Distt. Patiala, Punjab having total land area of the project is 53,973.476 sqm and having built up area of 29115.224 sqm. Moreover, the industry had also obtained CLU for an area of 13.33 acres falling in Vill. Chamaru (H.B. No. 79), Tehsil Rajpura, Patiala from Department of Town & Country Planning, Punjab vide memo no. 2483-STP(P)/SP-327 dated 30.09.2021 wherein it has been mentioned that the site of the industry falls in Industrial land use zone of notified Master Plan, Rajpura. As per zoning regulations of Master Plan, Rajpura, this activity is permissible in this Land Use Zone. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Accordingly, the site of the industry was visited by the AEE of this office on 20.09.2023 and observed as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 0in 27.0pt;"><span lang="EN-US" style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">1. The project proponent has provided boundary wall at the site but has not started any construction activity of the warehouse. The plot is lying vacant. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 0in 27.0pt;"><span lang="EN-US" style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">2. The Project Proponent has proposed to install septic tank for the treatment of domestic effluent.</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; line-height: 150%; background: white;"><span lang="EN-US" style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">It is pertinent to mention here that there are 2 no. of projects of the company, one is M/s Xplent Logistics Park Private Limited, </span><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Village-Chamaru, H.B.No.79, Tehsil-Rajpura, District-Patiala and the 2nd one </span><span lang="EN-US" style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">M/s Xplent Logistics Park Private Limited</span><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-fareast-language: EN-IN; mso-bidi-language: PA;">, Plot No. 6 & 7, of M/s Vividha Infrastructure Pvt. The present case is for 1st project i.e. </span><span lang="EN-US" style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">M/s Xplent Logistics Park Private Limited, </span><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Village-Chamaru, H.B.No.79, </span><span lang="EN-US" style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">for which, the proprietor has already obtained NOC of the Board, Environmental Clearance and CLU is a land having total area </span><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">13.33 acres, which is lying empty as no construction has been started till date. </span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The 2nd project is for land measuring 21 acres, where warehouse is already being operating and the SEIAA, Punjab has given directions to the Board to file prosecution against the project proponent due to violations of provisions of EIA notification dated 14.09.2006, which has already been filed in the Lower Court, Rajpura. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">In view of above, no action is pending on the present project having area 13.3 acres, hence, </span><span style="font-size: 12.5pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext; mso-fareast-language: EN-IN; mso-bidi-language: PA;">if<span style="background: white;"> approved, recommendation may be sent to <strong>PBIP</strong>, <strong>Chandigarh</strong> (being Large Orange) for extension of NOC </span>under Water Act, 1974 and Air Act, 1981 upto<span style="background: white;">25.10.2024 with the suitable conditions mentioned in original letter.</span></span></p> |
