File Note: <p style="text-align: justify;">It is intimated that the industry is a small scale red category and has a CETP shares of 1500 KLD. The industry was earlier granted varied Consent to Operate under the Water Act, 1974, valid upto 16.05.2023 for discharge of trade effluent @ 1490.0 KLD and domestic effluent @ 10.0 KLD into CETP 40 MLD (Focal Point Module) for production of Dyeing of Cotton and Blended Yarns And Fabrics @ 2700 Metric Tonne/Day by using Dyeing Of P/C Yarn @ 7000 Kg/Day Dyeing Of P/C Fabric @ 2000 Kg/Day as raw material with suitable and special conditions mentioned therein.</p> <p style="text-align: justify;">The industry was earlier issued notice u/s 33-A of the Water Act, 1974 with opportunity of personal hearing before CEE, Ludhiana on 17.07.2023, wherein it was decided as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall immediately disconnect its illegal mode of disposal / outlet.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall apply for consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974, within 07 days.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Environmental Engineer, Regional Office-4 shall calculate the Environmental Compensation to be imposed to the industry for the damage caused to the environment and getting it approved from the Competent Authority of the Board, within 3 days.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Environmental Engineer, Regional Office-4 shall verify the contentions&nbsp;made by the industry and submit the report along-with conclusive recommendations within 15 days. Further, the consent application be processed accordingly on merit.</p> <p style="text-align: justify;">Now, the industry has applied for varied Consent to Operate under Water Act, 1974 for discharge of trade effluent @ 1492.0 KLD and domestic effluent @ 8.0 KLD into CETP 40 MLD (Focal Point Module). Now the industry has submitted production detail in consonance with total machinery. The industry has deposited consent fee, which is valid upto 31.10.2024.</p> <p style="text-align: justify;">The industry was visited by Regional Office on 15.09.2023 and it was observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation and engaged in dyeing of fabrics and yarn.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 11 cone dyeing machines and 4 soft flow machines and 01 winch machine.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The calculation of the machineries along-with discharged detail is attached and per calculation the industry is discharging within consented capacity.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is discharging its treated trade effluent into CETP 40 MLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed a digital flow meter at inlet and final outlet leading to CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed SCADA system for connectivity with CETP server.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is maintaining the record regarding fresh water consumption; treated effluent discharge. The average of last 06 months as per SCADA details is as follows: the average 722 KLD of fresh water consumption, 718 KLD of treated effluent (treated effluent discharged within consented limit).</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has submitted details of dyeing machinery / other water consuming machinery along with specifications including production capacities specifying liquor ratio, number of lots, water consumption per lot, thus calculating the total fresh consumption.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has submitted the detail on map regarding the location of all active / closed submersible pumps / fresh water sources.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->10.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has submitted a letter from PDA wherein it has been mentioned that the industry is their member and Demat account is opened and transfer of the shares under process.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->11.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has now submitted certificate from MCL regarding disconnection of M.C. sewer connection. No illegal mode of disposal has been observed during the visit.</p> <p style="text-align: justify;"><!-- [if !supportLists]--><strong>12.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->It is pertinent to mention here that as per MSME notification dated June, 2020 the industry falls under the small category however, the revised criteria for classification of MSME industries by the Govt. of India, is under the consideration of the Board. The plant and machinery of the industry is less than 10 crore and as per categorization of industry based on capital investment the industry falls under medium category.</strong></p> <p style="text-align: justify;"><!-- [if !supportLists]-->13.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->EC to be imposed on the industry was calculated by Regional Office and the same has been send through e-office computer no. 193381 for vetting from EC Committee and the same is under process within the Board.</p> <p style="text-align: justify;">In view of Regional Office report, it is recommended that varied consent to operate under Water Act, 1974 may be granted to the industry for one year with special conditions that:-</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->a)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit and will not discharge beyond shareholding.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->b)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyer system.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->c)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->d)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->e)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->f)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->g)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP.</p> <p style="text-align: justify;">Competency : CEE (L)</p>
