It is intimated that the unit is a small scale red category paper mill and earlier the industry was consent to operate under the Water Act, 1974 vide no. CTOW/Varied/LDH3/2019/9137855 dated 01.05.2019 and the Air Act, 1981 vide no. CTOA/Varied/LDH3/2019/9137665 dated 28.02.2019 for the production of media, semi craft paper, paper board, duplex board @ 35 Metric Tonnes/Day with the generation of trade effluent @ 22.0 KLD onto land for plantation through tankers after treatment in ETP and domestic effluent @ 1.0 KLD onto land for plantation after treatment through septic tank, which were expired on 30.06.2023. Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 for the production of media, semi craft paper, paper board, duplex board @ 35 Metric Tonnes/Day with the generation of trade effluent @ 22.0 KLD onto land for plantation through tankers after treatment in ETP and domestic effluent @ 1.0 KLD onto land for plantation after treatment through septic tank. The industry has deposited Rs. 1,08,000/- vide UTR. no. AXIC231750155741 dated 24.06.2023 under Water Act, 1974 & Rs. 3600/- vide UTR No. AXIC231750156206 dated 24.06.2023 and Rs. 1,08,000/- vide UTR. no. AXIC231750155935 dated 24.06.2023 under Air Act, 1981, adequate upto 30.09.2028 under both acts. The industry has already submitted copy of DTP certificate vide no. 915/DTP(L)/M2A dated 14.03.2013 stating that the site of the industry falls under industrial zone as per notified Master Plan, Ludhiana.   The industry was visited by officer of this office on 29.09.2023 and observed that:- 1.    The industry was in operation during the visit and was engaged in the manufacturing of paper/ board from the waste paper. 2.    The ETP provided by the industry was also in operation during the visit. The industry has provided the arrangements for the reuse of its treated effluent in its process. The industry is reusing its treated and untreated effluent in washing of drying drums and in pulper. Only, the excess effluent after ETP is only being discharged by the industry onto land for plantation through moveable tankers. During the visit no effluent was being discharged on the outlet of the ETP. 3.    The industry has submitted the effluent sample analysis report collected from outlet of ETP collected by SIMA LABS on 18.08.2023 and the results of the various parameters are as pH @ 7.22, TSS @ 16 mg/l, TDS @ 927 mg/l, COD @ 48 mg/l, BOD @ 8 mg/l, O & G @ <3 mg/l and Bio-Assay @ 90% survival of fishes after 96 hrs in 100% effluent water. As per the results all the parameters are found within the prescribed limits of the Board. 4.    The industry has provided the GPS system with its tanker used for the disposal of its treated effluent onto land for plantation and maintaining the record of the water consumption, effluent generated, treated and transported to Irrigation area, which was verified at site and found in order. 5.    The industry has provided the plantation area (eucalyptus trees) in an area of 01 acre and which is around at 2-3 KM from the industry. The growth of the plantation area is good and no stagnation was observed during visit, in the plantation area. 6.    The industry has installed 02 no. boilers of steam generation capacity 06 TPH and 2.5 TPH with cyclone as APCD with each boiler and during visit only boiler of cap. 06 TPH was in operation and other boiler (2.5 TPH) was not in operation. Wood was using as fuel in its boilers, during visit. 7.    The industry has also submitted the air emission sample was by SIMA LABS on 18.08.2023. As per the analysis report, the concentration of SPM is within the limit prescribed by the Board i.e. 247 mg/Nm3 against the limit of 500 mg/Nm3. 8.    The industry has installed 01 no. DG set of capacity 5 KVA with canopy and adequate stack height. <span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">           In view of above it is recommended that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry may be granted upto 30.09.2028 with the suitable conditions and special condition that the industry shall make sure that the treated trade effluent is not discharged anywhere except onto land for plantation only in the area as approved by the Board.
