<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The rice sheller was granted ‘Consents to Operate’ under the Water Act, 1974 vide no. LDH-II/WPC/2002-03/F-1960 dated 10.10.2002 valid upto 09.10.2017 and the Air Act, 1981 vide no. LDH-II/APC/2002-03/F-1275 dated 10.10.2002 valid upto 09.04.2003 for operation of Rice sheller unit for processing of paddy @60 TPD with subject to suitable conditions. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Thereafter, the rice sheller was visited by the officers of the Board on 08.01.2003 and the rice sheller was in operation. The rice sheller had two shelling sections and 01 dryer section. Air emission samples were collected from all 03 cyclones provided as APCDs and as per analysis report, analysis results were 412 mg/NM<sup>3</sup>(shelling section 01), 384 mg/NM<sup>3</sup>(shelling section 02) and 370 mg/NM<sup>3</sup>(dryer section).</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Now, the rice sheller has applied for renewal of ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for operation of Rice sheller unit for processing of paddy @ @60 TPD for manufacturing of Raw Rice / Sorted Rice with dryer @40 TPD. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The rice sheller has submitted C.A. certificate dated 17.08.2023 showing value of gross fixed assets as Rs. 192.13 lacs. The industry has deposited Rs. 1,68,000/- vide UTR. No. 952577345 dated 30.08.2023 under Water Act, 1974 & 1,68,000/- vide UTR. No. 876981287 dated 30.08.2023 under Air Act, 1981. Consent fee deposited by the industry is adequate for period upto 30.09.2026 under both acts after deducting Rs. 42000/- as penalty under each act and Rs. 94650/- as balance fee for previous years (upto 30.09.2023).</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">It is pertinent to mention here that Board issued order vide no. CEE(HQ)F.No. 957/2016/59 dated 2/2/2016 regarding to grant of auto renewal ‘Consent to Establish/Consent to Operate’ to the Orange & Green category industries.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The CPCB had issued directions u/s 18(i)b of the Water Act, 1974 & the Air Act, 1981 regarding validity period consents of red, orange & green categories (05, 10 & 15 years respectively) and Board vide letter no. SEE (Hq-2)/2018/9982-10003 dated 27.03.2018 has adopted the above said directions of CPCB.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Keeping in view of the above, it is recommended that:</span></p>
