CTOA/Fresh/PBIP/FGS/2023/220211679 dated 17/03/2023 valid upto 19/07/2023 the manufacturing of Seamless pipe & Tubes @ 48 MTD.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;"><span style="mso-tab-count: 2;"> </span>Now, the industry has applied for renewal of consent to operate under Water Act, 1974 & Air Act, 1981 with requisite documents.</span></p>

No. SBIN422300229808 & dated 27/10/2022 & Rs. 20425/- vide online R. No. SBIN223262608596 dated 19/09/2023<span style="mso-tab-count: 1;"> </span>& Rs. 54000/- vide UTR no. SBIN422300229690 dated 27/10/2022 & Rs. 20425/- vide online R. No. SBIN223262608501 dated 19/09/2023 under water & air acts against the against the un-depreciated of fixed assets of Rs. 1618.75 Lacs as per CA Certificate dated 28/07/2023, which was adequate upto <strong style="mso-bidi-font-weight: normal;">31/03/2024</strong> as per Board's Office Order dated 29/10/2018 after deducting the penalty charges 10%. The industry has deposited NOC regularization fee Rs. 14400/- vide online R.No. 491638384 dated 03/09/2023 which is adequate. The industry has submitted details of increase in fixed assets due to plant & machinery.</span></p>

The industry has also submitted undertaking w.r.t. no generation of trade effluent till date, which is attached herewith.The industry has made agreement with M/s JBR Technology Pvt. Ltd., Ludhiana on 11/11/2021 and with M/s Bantech CETP Chanalon on 08/12/2022.</span></p>

<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;"><span style="mso-tab-count: 2;"> </span>It is submitted that the Govt. of India, Ministry of Jal Shakti, Deptt. of Water Resources RD&GR Central Ground Water Authority, New Delhi has issued directions u/s 5 of Environment (Protection) Act, 1986 vide letter no. CGWA-21/6/2020-CGWA-101 dated 06/04/2022 “that it shall be mandatory for the Project Proponent abstracting ground water to obtain NOC from CGWA or the concerned State/ UT Ground Water Authority as the case made be in the compliance condition in consent to operate and consent to establish issued by the State Pollution Control Board.” Accordingly, the Board vide letter no. 1955-57 dated 18/01/2023 has informed all the officers of the Board in continuation to earlier circular no. CEE(HQ)/2018/7956-84 dated 03/03/2018 and 768-97 dated 13/01/2021 to ensure the compliance of the said directions.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;"><span style="mso-tab-count: 1;"> </span><span style="mso-tab-count: 1;"> </span>PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;"><span style="mso-tab-count: 1;"> </span><span style="mso-tab-count: 1;"> </span>In the subject cited case, the industry has mentioned ground water extraction @ 18.0 KLD. Considering 30 working days in a month during season, so ground water extraction will be 540 KL/month, which is less than 300 KL/month. As such the unit is required permission from PWRDA. </span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;"><span style="mso-tab-count: 2;"> </span>The industry has obtained permission fresh water consumption @ 900 KLD from PWRDA.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;"><span style="mso-tab-count: 2;"> </span>The industry falls under the <strong style="mso-bidi-font-weight: normal;">industrial zone</strong> as per Master Plan of Mandi Gobindgarh DTP Certificate submitted by it.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;"><span style="mso-tab-count: 2;"> </span>In view of the above, it is recommended that the industry may be granted 'consent to operate' under Water Act, 1974 and Air Act, 1981 i.e. upto <strong style="mso-bidi-font-weight: normal;">31/03/2024</strong> with suitable conditions and additional conditions that:</span></p>
