<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';"> It is submitted that Consent to operate under the Air Act, 1981 was granted to the brick kiln vide no. CTOA/Renewal/FZR/2019/9313553 dated 04.02.2019, valid upto 30.09.2023 for operation of brick kiln with induced draft with zig-zag technology for production of bricks & tiles @ 30,000 nos./day, subject to the conditions mentioned therein. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';"> Now, the brick kiln has applied for obtaining fresh consent to operate under the Water Act, 1974 and renewal consent to operate under the Air Act, 1981 on dated 07.06.2023, for its operation after adopting induced draft technology with zig-zag firing to manufacture bricks and tiles @ 30,000 nos./day. Details of the case are as under:-</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';"> The brick kiln has deposited consents fee Rs. 40,600/- vide R. no. 348030168 dated 14.09.2023 under the Water Act, 1974 and deposited Rs. 26,100/- vide R. No. 920607014 dated 14.09.2023 under the Air Act, 1981, which are adequate upto 30.09.2032 under both Acts, against the fixed assets of Rs. 26.24 lac, as on 31.08.2023. The brick kiln has also deposited Rs. 700/- vide R. no. 920607014 dated 14.09.2023 as NOC regularization fee.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';"> The brick kiln has submitted that they will use of coal as fuel and replace the 20% of coal by paddy straw based pellets, during re-commissioning.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';"> To process the application, the kiln was visited by this office on 05.10.2023 and it was observed as under:-</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l0 level1 lfo1; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The brick kiln was not in operation and was on the verge of commissioning. The BKO has already adopted induced draft zig-zag technology. The brick kiln has central island having length > 245 feet. Kutcha bricks were stored at site. </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l0 level1 lfo1; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Crushed coal and paddy straw pallets as fuel was found stored at premises. The representative during visit informed that they have procured paddy straw pellet and this will be used as fuel alongwith coal as per notification of the Govt. The brick kiln was advised during visit to maintain daily record of coal consumption as well as bio mass paddy straw pallet consumption during the commissioning of brick kiln. Further advised to carry out formal agreement with authorized pellet plant regarding continues supply of paddy straw pellets. </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l0 level1 lfo1; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The brick kiln has provided adequate sampling facilities with kiln stack to facilitate emission sampling.</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l0 level1 lfo1; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The kiln has stabilized the periphery road/movement area with brick bats/keri. </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l0 level1 lfo1; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The brick kiln has planted trees along its boundary. </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l0 level1 lfo1; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The brick kiln has provided septic tank for the treatment of domestic effluent and same is being discharge onto land for plantation.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; mso-pagination: none; text-autospace: none;"><span style="font-family: 'Tahoma','sans-serif';"> The brick kiln has not carried out any modification of existing central island of induced draft kiln and having central island > 245 feet. The brick kiln was found complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as code of practice. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';"> Keeping in view of above, it is recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted for production of bricks & tiles @ 30,000 nos./day using induced draft zig-zag technology for short period (category-II) i.e. upto 30.09.2024, subject to the suitable conditions and following additional condition that:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The brick kiln will make necessary technological modifications suggested by the technical provider in time bound manner as decided by the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l1 level1 lfo2; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The brick kiln shall carry out formal agreement with authorized bio mass paddy straw pellet manufacturer regarding continues supply of paddy straw pellet for operation of brick kiln.</span></p>

<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: none; mso-list: l1 level1 lfo2; text-autospace: none; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The brick kiln shall use atleast 20% coal with paddy straw pallets in compliance to the directions issued by the Govt. of Punjab, Deptt. of Science, Technology & Environment, vide notification no. 10/574/2020-STE1/443 dated 04.11.2022 and shall maintain daily record of fuel consumption of the brick kiln (consumption of coal as well as paddy straw pellet).</span></p> |
