It is submitted that subject cited industry is a cattle feed and earlier, it has obtained consent to establish (NOC) of the Board under the Water Act, 1974 and the Air Act, 1981 vide no. O16FZRCTE4317748 dated 20.07.2016, valid upto 19.07.2017, for operation of cattle feed unit to manufacture Cattle Feed @ 10 TPD by using Grain/ Husk/cotton seed/ Khal/ Maize/Salt/ Molases/DOC @ 10 TPD as raw material, subject to certain conditions mentioned therein.                            Thereafter, the industry has failed to obtain/ apply consents to operate under the Water Act, 1974 and the Air Act, 1981.                            Now, the industry has applied for obtaining fresh consents to operate from the Board under the Water Act, 1974 and the Air Act, 1981 on 16.04.2023 for operation of cattle feed unit to manufacture Cattle Feed @ 10 TPD by using Grain/ Husk/cotton seed/ Khal/ Maize/Salt/ Molases/DOC @ 10 TPD as raw material, with requisite documents and adequate consent fees. The detail of case is as under:-                             The industry has <span style="font-size: 12.0pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Raavi; mso-bidi-language: PA;">already deposited consent fees amounting to Rs. 15,000/- each vide Receipt. No. 79/4844 and 80/4844 dated 16.01.2019 as consent to operate fee under the Water Act, 1974 & Air Act, 1981, respectively and now deposited Rs. 15,000/- each vide UTR/Ref. No. N217232580658515 and N217232580624537 dated 05.08.2023 as consent to operate fee under the Water Act, 1974 & Air Act, 1981, respectively, which is adequate upto 30.09.2024 (after imposing 500 % penalty fee for failure to apply CTO and including CTO fee from 01.07.2018 onwards) under both Acts for orange category against fixed assets of Rs. 26.72 lacs as on 31.03.2023, as mentioned in year-wise CA certificate dated 18.08.2023 for the period 31.03.2018 to 31.03.2023.                               The industry has already been visited by this office on 29.09.2023 and it was observed that: 1.    The industry was not in operation as per its requirement. 2.    The industry has installed 01 no. grinder, 02 no. pulveriser, 01 no. mixer and 01 no. automatic packing machine within its premises. 3.    The industry has installed machinery for manufacturing of cotton seed oil. 4.    The industry has installed inbuilt APCD with the grinder/pulverizer to control the emissions generated during grinding process and is adequate. 5.    The industry has installed septic tank for treatment of its domestic effluent with provision to discharge the treated domestic effluent onto land for plantation. 6.    The industry has planted trees along its boundary wall. 7.    There is no generation of trade effluent from the industrial process. 8.    The industry has provided covered cemented pits for storage of molasses.                             The industry is complying with provisions of the Water Act, 1974 and the Air Act, 1981. There is no MC limit, village lal lakir/phirni and residential area falls within the 100 meter radius from the site. Thus, the industry is complying with the general siting guidelines of the Board.                             Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2024 for operation of cattle feed unit to manufacture Cattle Feed @ 10 TPD by using Grain/ Husk/cotton seed/ Khal/ Maize/Salt/ Molases/DOC @ 10 TPD as raw material,  under Orange category, subject to the suitable conditions as per policy of the Board, please.     Competency: SEE
