CTOW/Renewal/LDH3/2022/17431286 dated 02.01.2022, which was valid upto 31.03.2023 and Air Act, 1981 vide no. CTOA/Fresh/LDH3/2019/9311524 dated 26.03.2019, which was valid upto 31.03.2023. The HCF has also obtained authorization under Bio Medical Waste (Management & Handling) Rules, 2016, which is valid upto 31.03.2026 for 60 beds.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 115%;"><span style="font-size: 13.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">Earlier, the HCF was visited by this office on 20.03.2023 and it was observed that the HCF was doing expansion in the hospital (i.e. <a name="_Hlk148525593"></a>dialysis unit and some new wards) in the existing plot owned by the HCF. The HCF made expansion without obtaining NOC for expansion from the Board. Thereafter, the report vide e-noting no. 21495074 dated 21.03.2023 was sent to the Competent Authority of the Board with recommendations to refuse the renewal of Consent to Operate applied by the HCF, which was under process. Accordingly, the renewal of Consent to Operate applied by the HCF was refused on 27.05.2023.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 115%;"><span style="font-size: 13.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">Now, the HCF has applied for obtaining NOC for expansion by installing additional 25 proposed beds (as the building is still under construction) and has also applied for the renewal of Consent to Operate under Water Act, 1974 and Air Act, 1981 for existing 60 beds. The application of NOC for expansion was scrutinized and the HCF has submitted all the required documents such as registries of the plot, brief project report, compliance report of previous CTO granted etc.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 115%;"><span style="font-size: 13.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The HCF has deposited NOC fee for expansion of proposed 25 beds amounting Rs. 1000/- vide UTR no. 980033790 dated 25.09.2023, which is adequate upto 24.09.2024.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 115%;"><span style="font-size: 13.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The HCF has also deposited CTO fee for existing 60 beds amounting Rs. 10,000/- vide UTR no. 345795341 dated 25.09.2023 under Water Act, 1974 and Rs. 10,000/- vide UTR no. 416297419 dated 06.05.2023 under Air Act, 1981, which are adequate upto 31.03.2024.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 115%;"><span style="font-size: 13.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">To verify the contents of the applications, the HCF was visited by the officer of this office on 17.10.2023 and it was observed as under:</span></p>

The construction of new building was going on for the proposed dialysis unit, some new wards and 25 beds.</span></p>

The HCF has also laid pipeline for the proposed effluent generation from new building and the ETP is feasible to treat the entire effluent generation from the both buildings as per the brief project report submitted. The entire effluent is discharged into sewer after treatment. The effluent sample was collected from the outlet of the ETP-cum-STP and sent to Zonal Lab, Ludhiana. The report of the same is awaited.</span></p>

The segregation was found proper.</span></p>

<p class="MsoNormal" style="margin-bottom: 10.0pt; text-align: justify; text-indent: 70.9pt; line-height: 115%;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-ansi-language: EN-US;">The HCF is complying with the provisions of Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Bio-Medical Waste (Management & Handling) Rules, 2016.</span></p>
<p class="MsoNormal" style="margin-bottom: 10.0pt; text-align: justify; text-indent: 70.9pt; line-height: 115%;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-ansi-language: EN-US;">Keeping in view of the above, it is recommended that </span><span style="font-size: 13pt; text-indent: -18pt;">NOC/CTE for expansion applied by the HCF may be granted for one year i.e. upto 29.09.2024 with suitable conditions.</span></p>
