·         It is intimated that the industry is a medium scale red category unit. ·         The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act 1981 which are Valid upto 31.03.2025 and was engaged in the process of manufacturing of fan Velts, V-belts Hoses Treads Rubber by using Raw Rubber @ 1600 kgs/day, Synthetic Rubber @ 1200 kgs/day, Carbon Black @ 1400 kgs/day, Rubber Chemical  @ 400 kgs/day at  as raw material  by installing  1 no. boiler of capacity 4 TPH with Cyclone followed by 2 stage alkali wet scrubber  and 02 no. DG set of capacity 250 KVA and 350 KVA with canopy. ·         Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS of the Board engaged in the process of manufacturing of fan Velts, V-belts Hoses Treads Rubber by using Raw Rubber @ 1600 kgs/day, Synthetic Rubber @ 1200 kgs/day, Carbon Black @ 1400 kgs/day, Rubber Chemical  @ 400 kgs/dayat  as raw material  by installing  1 no. boiler of capacity 4 TPH and by adding 1 no. new boiler of capacity 2 TPH (to be used as stand by) with Cyclone followed by 2 stage alkali wet scrubber  and 02 no. DG set of capacity 250 KVA and 350 KVA with canopy and there is no increase in production or pollution load and detail of the same is as under: <ol style="margin-top: 0pt;" start="1" type="1"> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l3 level1 lfo2;">The industry has deposited Rs. 246000/- R.No. 80/5088 dated 04.03.2020, Rs. 61500/- R.No. 06/5434 dated 12.07.2021 under Water Act, 1974, Rs. 246000/- R.No. 81/5088 dated 04.03.2020 Rs. 61500/- R.No. 07/5434 dated 12.07.2021 under Air Act, 1981 and Rs, 3600/- vide R.No. 05/5434 dated 12.07.2021 as NOC regularization fee against the fixed assets of Rs. 2127.70 lacs, which are adequate upto 30.06.2029.  </li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l3 level1 lfo2;"> The industry has submitted approved building plan from Competent person under Factories Act Rules.</li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l3 level1 lfo2;">The industry has also submitted site plan cum location plan with the application.</li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l3 level1 lfo2;">The industry has submitted classification of area certificate issued from DTP, Jalandhar vide letter No. 697/SSV-1 dated 30.03.2011 in which mentioned that the site of the industry falls in industrial zone as per Master Plan, Jalandhar.</li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l3 level1 lfo2;">The industry has submitted MSME certificate, MOA and manufacturing process with the application.</li> </ol> ·         The industry was visited by the AEE of this office on 27.10.2023 and it was observed that:- <ol style="margin-top: 0pt;" start="1" type="1"> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">The industry was in operation and is engaged in manufacturing of fan velts, v-belts, hoses treads rubber. </li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">The industry has 1 no. existing boiler of capacity 4 TPH. The industry has added 1 no. new boiler of capacity 2 TPH (to be used stand by). During visit only boiler of capacity 4 TPH was in operation and only wood is being used as fuel as seen during visit. </li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">The industry has provided common APCD of consisting of cyclone followed by two stage alkali wet scrubber alongwith common adequate stack height with both boilers.</li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">The representative of industry informed that the new boiler of capacity 2 TPH has been installed as stand by in case of any maintenance issue in other has of 4 TPH. </li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">The stack emission sample of the boiler (4 TPH) was already collected by this office on 14.07.2023 and as per analysis report, the concentration of SPM level is found 157 Mg/Nm3 and SO2 level is found 361 mg/Nm3, which are found within the prescribed limits of the Board.  </li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">The industry has installed 2 nos. D.G sets of capacity 350 KVA & 250 KVA with canopies in the premises. </li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">There is no source of trade effluent generation and only domestic effluent is being discharged onto land for plantation after septic tank. The industry has made arrangements for the re-circulation of cooling water generated at site through the cooling tower installed at site. </li> <li class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; mso-list: l0 level1 lfo3;">The industry is complying with the provisions under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.</li> </ol>                    The industry is a medium scale red category and the competency of case lies with Chief Environmental Engineer, Jalandhar.                                   Keeping in view of above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and under Air (Prevention & Control of Pollution) Act 1981 may be granted upto 30.06.2029 with suitable conditions as per policy of the Board and with special condition that : <p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 150%; mso-pagination: none; mso-list: l2 level1 lfo4; text-autospace: none; margin: 0pt 10.15pt .0001pt 73.0pt;">1.    The industry shall apply for authorization under Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016 immediately.
