CTOW/Renewal/FGS/2022/20129358 dated 12/12/2022 and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2022/20129355 dated 12/12/2022, valid upto 30/09/2023 for the manufacturing of Steel Ingots & Castings @ 84 T/day.</p>

<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"> </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">Now the industry has applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents. The industry has already deposited fee on 15/09/2022 Adequate upto 24/06/2028.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"> </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">“PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month”.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">In the subject cited case, the industry has mentioned ground water extraction @ 12 KLD. Considering 26 working days per month, ground water extraction will be 312 KL/month, which is more than 300 KL/month. Hence the industry is required to obtained the permission from PWARDA. </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"> </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"><span style="white-space: pre;"> </span>The industry was visited by the AEE Arun Gupta (OS) on 27-10-2023 and it was observed that:</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"> </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">1.<span style="white-space: pre;"> </span>Industry was in operation and engaged in the business of manufacturing of Steel Ingots by using scrap as raw material.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">2.<span style="white-space: pre;"> </span>The industry has installed induction furnace of Capacity 7 TPH and the same was found in operation.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">3.<span style="white-space: pre;"> </span>The industry has installed side suction hood system followed by Bag Filter house as APCD to contain the concentration of Particulate matter within the prescribed Standards and the same was found in operation.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">4.<span style="white-space: pre;"> </span>During visit, it was observed that about 50% emission from the melting of scrap was being escaped into the shed bypassing the side hood, which indicates that either the APCD installed by the industry is inadequate or it is not being operated effectively.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">5.<span style="white-space: pre;"> </span>No Trade effluent will be generated from the industrial process and cooling water will be recirculated.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">6.<span style="white-space: pre;"> </span>The industry has discharge its domestic effluent onto land for plantation after passing through septic tank.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"> </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">The industry is not complying with the conditions of 'consent to operate' granted under the Air (Prevention & Control of Pollution) Act, 1981.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"> </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">Keeping in view of above, if approved, Senior Environmental Engineer, Zonal Office – II, Patiala may be recommended that:</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;"> </p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">1.<span style="white-space: pre;"> </span>The 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be refused and action may be taken against the unit as already recommended by this office, please.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">2.<span style="white-space: pre;"> </span>The 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31/12/2023 with usual condition and special conditions as under:</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">1.<span style="white-space: pre;"> </span>The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">2.<span style="white-space: pre;"> </span>The industry shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">3.<span style="white-space: pre;"> </span>The industry shall be liable to obtain Environment Clearance as required under EIA notification dated 14/9/2006, in case of increase in the production capacity further.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">4.<span style="white-space: pre;"> </span>The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">5.<span style="white-space: pre;"> </span>The industry shall not undertake expansion without obtaining approval from the Board.</p>
<p class="MsoBodyText" style="margin: 0in 3pt 0.0001pt 6pt; text-indent: 71.95pt; line-height: 115%; text-align: justify;">6.<span style="white-space: pre;"> </span>The industry shall not store and import any hazardous chemical including any gases material covered under Manufacturing, Storage and Import of Hazardous Chemical Rules, 1989 without permission from the Board failure of which action as per law shall be taken against the industry.</p>
