<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">The industry is a dyeing unit and was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2022/20108377 dated 26.10.2022, which was expired on 25.01.2023 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2022/20339664 dated 21.11.2022, which is valid upto 20.11.2023 for dyeing for all type of fabrics (polyester/pc/cotton) @ 12 T/day, dyeing for all type of yarn @ 2.4 T/day and finishing for all type of fabrics (p.c/polyester/cotton) @ 12 T/day with the disposal of Trade effluent @ 868.0 KLD and domestic effluent @ 2.0 KLD into CETP 50 MLD.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">Thereafter the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974, which was refused vide no. CTOW/Varied/LDH3/2023/21252730 on dated 01.09.2023. And the industry was issued notice u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 with the opportunity of personal hearing given before the Chief Environmental Engineer, Ludhiana on 11.09.2023.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">During the hearing the Competent Authority was decided as under:</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">1. The industry shall submit the following documents within 7 days:</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">a) The industry shall submit data regarding abstraction of ground water / fresh water supply for the last three months. It shall provide EMFs on all sources of fresh water if not provided earlier.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">b) The industry shall earmark on map the location of all active / closed submersible pumps / fresh water sources.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">c) Details of dyeing machinery / other water consuming machinery alongwith specifications including production capacities specifying liquor ratio, number of lots, water consumption per lot, thus calculating the total fresh consumption (with duly authenticated).</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">d) Numbers of shares held by the industry (duly certified by the SP) along with NOC from PDA / SPV regarding proposed discharge into common sewer of CETP.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">e) The industry shall get its shares DEMAT and submit the documentary evidence in this regard. By the time, the DEMAT process is completed, the industry shall submit a certificate from Company Secretary of the PDA for the shares that have been recommended to the ROC for DEMAT.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">f) Record of discharge during the last three months as per SCADA.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">g) NOC from the PDA allowing quantum of discharge into the common conveyance system of CETP of 50 MLD capacity.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">2. The industry shall apply for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, immediately alongwith requisite documents as mentioned above.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">3. Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry to verify its contentions and process the consent application accordingly on merits.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">Now the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air Act, 1981 for the dyeing for all type of fabrics (polyester/pc/cotton) @ 12.9 T/day, dyeing for all type of yarn @ 2.4 T/day and finishing for all type of fabrics (P.C/polyester/cotton) @ 12.9 T/day with the disposal of trade effluent @ 868.0 KLD and domestic effluent @ 2.0 KLD into CETP 50 MLD.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">The industry has submitted requisite documents and adequate consent fee upto 31.01.2028 as verified by the Regional Office.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">The industry was visited by the AEE of RO and reported that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-size: 12pt; line-height: 17.12px;">Regional Office reported that the industry has submitted the requisite documents as required for obtaining consent to operate of the Board for unit connected with CETP 50 MLD as verified by the Regional Office.</span></p>

The industry is using rice husk as fuel in the boiler & thermopac. The industry has installed 03 no. of DG sets of capacity 02 no. DG sets @ 500 KVA and 01 DG set of capacity @ 180 KVA with canopy and adequate stack height inside the premises.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 0.25in; text-align: justify; line-height: normal;"><span style="font-size: 12pt;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 0.25in; text-align: justify; line-height: normal;"><span style="font-size: 12pt;">Regional Office reported that the industry had already submitted from the ATP vide no. 967/ATP-B dated 08.10.2013 stating that the site falls under light and service industrial zone as per the provisions of the Master Plan, Ludhiana.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 0.25in; text-align: justify; line-height: normal;"><span style="font-size: 12pt;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 0.25in; text-align: justify; line-height: normal;"><span style="font-size: 12pt;">Regional Office further reported that as per the study carried out by Guru Nanak Dev Engineering College (GNE), generation of effluent from 32 chambers will be 640 KLD considering generation of effluent as 20KL per chamber. And the generation of effluent from 09 cabinet machines of capacity (4 x 30 Kg), (4 of 90 Kg) and (1 of 120 Kg) shall remain about 278.4 KLD, hence the total generation of effluent shall remain about 918 KLD. Hence there is gap of about 48 KLD.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 0.25in; text-align: justify; line-height: normal;"><span style="font-size: 12pt;"> </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0in 0.25in; text-align: justify; line-height: normal;"><span style="font-size: 12pt;">It is pertinent to mention here that the wastewater sampling of the industry was carried out the by the team of the concerned AEE along with Laboratory staff and as per analysis report, concentration of TDS is 2012 mg/l & pH is 8.4.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0in; text-align: justify; text-indent: -0.25in; line-height: normal;"><span style="font-size: 12pt;">a)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-size: 12pt;">The industry will connect its domestic sewage with the CETP conveyance system with single metered outlet for trade effluent and domestic effluent within 01 month.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0in; text-align: justify; text-indent: -0.25in; line-height: normal;"><span style="font-size: 12pt;">b)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-size: 12pt;">The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</span></p>
