<p>It is submitted that the subject cited industry is a small scale induction furnace unit under Orange category. The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/FGS/2019/9722143 dated 02/05/2019 valid upto 30/09/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/FGS/2021/16440845 dated 06/09/2021 valid 30/09/2023 for the manufacturing of Steel Ingots @ 84 MTD.</p>
<p> </p>
<p>Now, the industry has applied for varied of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents through OCMMS under orange category as the industry has now installed CCM and rolling mill. The industry has deposited consent fee of Rs. 155000/- vide no. 260487236 dated 26/09/2023 under the Water consent fee and Rs. 155000/- vide no. 842466742 dated 26/09/2023 under the air consent against the un-depreciated fixed assets of Rs. 2327.27 Lacs as on 31/08/2023 as per CA certificate dated 16/09/2023. The industry has also deposited NOC Regularization Fee Rs. 28800/- vide no. 842466742 dated 26/09/2023 which is adequate upto 30/09/2028 under Act as per Board's Office Order dated 29/10/2018. </p>

<p>The industry was visited by AEE Er. Arun Gupta (OS) on 23-10-2023. During visit, it was observed as under:</p>
<p> </p>
<p>1.<span style="white-space: pre;"> </span>Industry was in operation and engaged in the business of manufacturing of Rounds by using iron scrap as raw material.</p>
<p>2.<span style="white-space: pre;"> </span>The industry has installed induction furnace of Capacity 7 TPH and the same was found in operation.</p>
<p>3.<span style="white-space: pre;"> </span>The industry has installed side suction hood system followed by Bag Filter house as APCD to contain the concentration of Particulate matter within the prescribed Standards and the same was found in operation.</p>
<p>4.<span style="white-space: pre;"> </span>During visit, it was observed that about 60% emission from the melting of scrap was being escaped into the shed bypassing the side hood, which indicates that either the APCD installed by the industry is inadequate or it is not being operated effectively.</p>
<p>5.<span style="white-space: pre;"> </span>The industry has now installed CCM and rolling mill.</p>
<p>6.<span style="white-space: pre;"> </span>The industry has made an agreement with M/s Madhav KRG Environmental Solution Pvt. Ltd. Vill Akalgarh for lifting its Hazardous Waste Cat 35.1 and M/s Jogindra Casting Pvt. Ltd. G.T. Road Sirhind Side Mandi Gobindgarh.</p>
<p>7.<span style="white-space: pre;"> </span>The industry has installed 1 no. DG set of capacity 125 KVA, which is equipped with canopy and stack of adequate height.</p>
<p>8.<span style="white-space: pre;"> </span>No water is used in the process, so no trade effluent is generated.</p>
<p>9.<span style="white-space: pre;"> </span>Domestic effluent is discharged onto land for plantation after passing through septic tank.</p>
<p>10.<span style="white-space: pre;"> </span>The industry has not submitted permission for abstraction of ground water from PWRDA. </p>
<p> </p>
<p>The industry falls in industrial Zone as per Master Plan of Mandi Gobindgarh.</p>
<p> </p>
<p>In view of the above, if approved, recommendations for varied consent to operate under the Air Act, 1981 may be refused as per report of this office sent through e-noting 24052139 dated 30/10/2023, accordingly personal hearing has been fixed on 17/11/2023 before Worthy CEE of the Board at Nodal Office Mohali and varied consent to operate under the Water Act, 1974 may be granted 31/12/2023 to the industry with suitable conditions and special condition that:</p>
<p> </p>
<p>a.<span style="white-space: pre;"> </span>The industry shall comply with the guidelines for abstraction of ground water issued by PWARDA.</p>
<p>b.<span style="white-space: pre;"> </span>The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.</p>
<p>c.<span style="white-space: pre;"> </span>The industry shall be liable to obtain Environment Clearance as required under EIA notification dated 14/9/2006, in case of increase in the production capacity further.</p>
<p>d.<span style="white-space: pre;"> </span>The industry shall execute annual maintenance contract (AMC) for APCD from the repute agency and submit the report in this regard.</p>
<p>e.<span style="white-space: pre;"> </span>The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil.</p>
<p>f.<span style="white-space: pre;"> </span>The industry shall install continuous stack emission monitoring system and connect the same with server of the Board.</p>
