CTOA/Fresh/PTA/2022/18930163 dated 24/07/2022, valid upto 23/07/2023 for manufacturing of Paper Board/Card Board @ 4.0 MT/Day by using Paper Mill ETP Sludge (4.40 MT Wet with 50 % Moisture) or (2.20 MT on dry basis) @ 2.20 MT/Day, Old Jute/Gunny Bags & Paddy Straw @ 2.25 MT/Day as raw material with the conditions mentioned therein. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%; background: white;"><span style="font-size: 12.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">The industry was issued directions u/s 33-A of the Water Act, 1974 with an opportunity of personal hearing before the Chief Environmental Engineer (P) on 16.10.2023. After hearing officer of the Board, it was decided that: </span></p>

<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%; background: white;"><span style="font-size: 12.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">PSPCL authorities were directed to </span><span style="font-size: 12.0pt; line-height: 150%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">disconnect the electricity supply available to subject cited facility with immediate effect vide Board’s letter no. 8622-23 dated 08.11.2023. The PSPCL authorities were contacted telephonically by the undersigned and it was intimated that the electricity supply of the industry has been disconnected vide TDCO No. 68/1250 dated 11.11.2023.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%; background: white;"><span style="font-size: 12.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and HWM Rules, 2016 alongwith red passbook alongwith requisite documents. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%; background: white;"><span style="font-size: 12.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">As per the record file, the industry had already deposited Rs. 30800/- vide Receipt No. 803062594 dated 19.03.2022 and Rs. 7600/- vide receipt no. 192130851 dated 06.06.2022 (was not earlier taken into account) as water consent fee and Rs. 30800/- Vide Receipt No. 262057324 dated 19.03.2022 and Rs. 7600/- vide receipt no. 31817264 dated 06.06.2022 (was not earlier taken into account) against fixed assets of Rs. 78.83 lakh as on 14.11.2023, which is valid upto 30.06.2027 after deducting penalty fee of Rs. 720/- each and NOC regularization of Rs. 1100/-. Rs. 580/- is lying excess with the Board under the Air Act, 1981 and Rs. 1680/- is lying excess with the Board under the Water Act, 1974. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%; background: white;"><span style="font-size: 12.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">The industry was visited by the undersigned on 15.11.2023 and contacted Sh. Sumit Singla and Sh. Swapan at site. During visit, it was observed as under:</span></p>
