<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">It is submitted that the project proponent is a small scale orange category marriage palace. Earlier, the project proponent was given personal hearing on 17.05.2023 before the Chief Environmental Engineer of the Board. During hearing it was decided as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 45.0pt; mso-add-space: auto; text-align: justify; text-indent: -20.25pt; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%;">The project proponent shall apply within 15-day for consent to operate as required under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, with requisite documents alongwith comply with short comings mentioned in the notice. It was made clear, if the project proponent fails to remove the short comings mentioned in the notice and apply for obtaining consents to operate under both the Acts within stipulated time period, then directions u/s 33-A of the Water (Prevention and Control of Pollution) Act, 1974 will be confirmed for closure of the industry, without any further notice/ opportunity.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 45.0pt; mso-add-space: auto; text-align: justify; text-indent: -20.25pt; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%;">The Environmental Engineer, Regional Office, SAS Nagar shall visit the industry after 15-days, to verify the statement given by the industry and process the consent applications on merits.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent has now applied fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation of marriage palace @ 250 person and generation of domestic effluent @ 4.0 KLD along with requisite documents and consent fee.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent has submitted CA certificate with the value of fixed assets of Rs. 66.36 lakh as on 31.03.2023. The project proponent has deposited Rs. 61,700/- vide UTR no. N144232471989397 dated 24.05.2023 under Water Act, 1974 and Rs. 57,600/- vide UTR no. N144232472010396 dated 24.05.2023 under Air Act, 1981. The consent fee under both acts is adequate upto 30.09.2027 after adjusting penalty/late fee.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent has submitted building plan approval letter issued by MC Zirakpur vide no. 2446 dated 04.08.2015 in the name of M/s Raja Stone Crusher, Village Dhakoli, Zirakpur.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent has submitted approved building plan of the proposed site from MC Zirakpur in the name of M/s Raja Stone Crusher.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent has submitted NOC issued by MC Zirakpur vide letter no. 1738 dated 24.05.2023 as per which the marriage palace Aura Garden (a unit of Raja Stone Crusher) has been regularized vide Competent Authority cum Deputy Director, Local Government, Patiala vide no. 5532 dated 18.03.2015 and that the project will dispose off the waste sewerage within its premises onto land for plantation and MC has no objection in that. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent has submitted partnership deed made on 01.04.2018 between Sh. Raj Kumar Dhawan and Sh. Hari Om Wadhwa for carrying out the business of marriage palace/banquet in the name of M/s Raja Stone Crusher.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent has submitted undertaking dated 26.09.2023, which is reproduced as under:</span></p>

The treated effluent is being utilized for onto land for plantation developed alongside boundary of the marriage palace and lawn.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-indent: -22.5pt; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">4)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%;">The representative submitted undertaking that the entire food is outsourced and kitchen has been provided for heating the food and operating tandoor during<span style="mso-spacerun: yes;"> </span>the functions. The marriage palace has provided exhaust mechanism in the kitchen which is adequate.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">The project proponent is complying with the decisions of personal hearing on 17.05.2023 before the Chief Environmental Engineer of the Board given to it.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-size: 12.0pt; line-height: 115%;">In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2027 with suitable and special condition that: </span></p>

Of Science, Technology & Environment notification no. 3/100/2013- STP(4)/145 dated 26.2.2014.</span></p>
