The hospital has deposited Rs. 5000/-vide UTR.No. N322211718512032 dated 18.11.2021 as water consent fee and Rs. 5000/- vide UTR.No. N357211763250747 dated 23.12.2021 as Air consent fee under the Air (Prevention & Control of Pollution) Act,. which is adequate upto 30.09.2026. The HCE had entered into an agreement with by M/s Rainbow Environments at Mohali for collection, transportation, treatment and disposal of bio-medical waste generated by it which is valid upto 02/02/2023 to 30/05/2027 for 16 Beds. (Copy Enclosed). It is pertinent to mention here that the Board’s office order no. 443 dated 09.08.2021 and no. 444 dated 10.08.2021, the Board has decided to facilitate the entrepreneurs with “Auto generation of renewal of consent to establish/ operate/ authorization of any category of small scale industries/ project/ Health Care Facilities (upto 50 beds) and Hazardous Waste generating industries” on the basis of self-declaration by these entrepreneurs and shall be without any inspection/ physical verification by the officers of the PPCB.                 As per the Board’s office order no. 379 dated 27.10.2023 it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by PPCB without installation of individual ETP, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the MoEF&CC under BMW Rules, 2016 as amended upto the date and subsequent amendments if any.  In this case, the hospital falls within M.C limits of Nabha the terminal STP Nabha is yet to be commissioned. Moreover, the Board has not issued any fresh guidelines for dealing such type of cases, where terminal STP has not been installed or not connected to terminal STP. Therefore, to facilitate the HCF if approved, the hospital may be granted, Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 upto 31.12.2023 subject to suitable conditions and the following additional conditions: - <p class="MsoListParagraphCxSpFirst" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">1.    The hospital shall segregate the bio-medical waste as per Bio-Medical Waste Management Rules, 2016 notified by Ministry of Environment, Forest and Climate Change vide notification dated 28.03.2016 as amended from time to time. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">2.    The hospital shall also comply with the Bio-Medical Waste (Management & Handling) Rules, 2016 as amended from time to time, all the times in true letter and sprits. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">3.    The hospital shall conform to the effluent standards laid down in Schedule-VI of the Environment (Protection) Rules 1986. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">4.    The Hospital shall make an agreement with the authorized recycler for selling the Used/ Spent oil generated from servicing of its DG set and shall obtain authorization from the Board under Hazardous & Other Waste (Management & Transboundary Movement) Rules, 2016. <p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;">5.    The hospital shall not generate & discharge any kind of liquid waste containing nuclear medicine till the proper pollution control measures as approved by the Atomic Energy Regulatory Board are installed and commissioned. Competency: Environmental Engineer, Regional office Patiala (Upto 50 beds HCEs and lab and Blood Banks, Pathological Lab, Veterinary Institutions/ Animal House etc.)
