<p class="MsoBodyText" style="margin: 5.25pt 12.5pt 0.0001pt 0in; line-height: 150%; text-align: justify;">It is submitted that the industry earlier granted consent to operate under the Water Act, 1974 vide no. ZP-1/PTA/WPC/2013-18/R-185 dated 07.06.2023 and under the Air Act, 1981 vide no. ZP-1/PTA/APC/2013-18/R-183 dated 07.06.2023, both were valid upto 30.09.2018 for manufacturing of ERW pipes etc. @ 25 TPD using MS bars and flats etc. @ 26 T/day as raw material by the name and style of M/s Charan Steel Tubes Unit-II.</p>
<p class="MsoBodyText" style="margin: 5.25pt 12.5pt 0.0001pt 0in; line-height: 150%; text-align: justify;">Thereafter, as per the submission made by the industry, the earlier unit had shut down its operations and also dismantled its earlier machinery.</p>
<p class="MsoBodyText" style="margin: 5.25pt 12.5pt 0.0001pt 0in; line-height: 150%; text-align: justify;">Now, the site of the industry has been taken on lease by new firm M/s DS Alloys and the lease is valid upto 20.11.2037. Accordingly, the new industry has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of ERW Pipes @ 38 T/day by using M.S Bars & Flats etc @ 40 as raw material (under Green Category) through OCMMS.</p>
<p class="MsoBodyText" style="margin: 5.25pt 12.5pt 0.0001pt 0in; line-height: 150%; text-align: justify;">The industry has deposited Rs. 21000/- vide UTR. no. N243232617562213 dated 31/08/2023 as water consent fee and Rs. 23520/- vide UTR No. N243232617579335 dated 31.08.2023 and Rs. submitted with earlier application dated 27/12/2018 against the project cost of Rs. 85.38 Lacs as on 02.08.2023 as per CA certificate dated 11/08/2023. The industry has also deposited Rs. 4200/- vide UTR No. N243232617863537 dated 31.08.2023 as NOC regularization fee, which is adequate. The matter regarding consent fee and penalty fee was discussed with your good self and as per discussion, the industry has not deposited penalty fee w.e.f expiry of previous consents and the consent fee is now calculated after considering the date of commission as date of new electric connection i.e. 04.07.2023. Therefore, the fee deposited by the industry is adequate upto 30.06.2028. </p>
<p class="MsoBodyText" style="margin: 5.25pt 12.5pt 0.0001pt 0in; line-height: 150%; text-align: justify;">Accordingly, the site of the industry was visited by the undersigned on 08.12.2023 and following observations were made:</p>
<p class="MsoListParagraph" style="margin: 0in 12.75pt 0.0001pt 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 24px; letter-spacing: -1pt;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 24px;">The unit is an ERW pipe plant and was found in operation.</span></p>
<p class="MsoListParagraph" style="margin: 0in 12.75pt 0.0001pt 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 24px; letter-spacing: -1pt;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 24px;">The industry has not installed any DG set within the premises.</span></p>
<p class="MsoListParagraph" style="margin: 0.05pt 12.55pt 0.0001pt 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 24px; letter-spacing: -1pt;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 24px;">The industry is already having an existing water source i.e. submersible pump, installed within the premises of the industry.</span></p>
<p class="MsoListParagraph" style="margin: 0.05pt 12.55pt 0.0001pt 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 24px; letter-spacing: -1pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 24px;">The industry is using the same source for water requirement in the<span style="letter-spacing: -0.1pt;"> </span>mill.</span></p>
<p class="MsoListParagraph" style="margin: 0.05pt 12.55pt 0.0001pt 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 24px; letter-spacing: -1pt;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 24px;">The industry is re-circulating the entire water used in the mill for cooling purpose through recirculation tank.</span></p>
<p class="MsoListParagraph" style="margin: 0.05pt 12.55pt 0.0001pt 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><span style="font-size: 12pt; line-height: 24px; letter-spacing: -1pt;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 24px;">The domestic effluent is being discharged onto land for plantation after passing through septic tank within the premises.</span></p>
<p style="text-align: justify;"><span style="font-size: 11pt; font-family: 'Bookman Old Style', 'serif';">In view of above facts and discussion held with your good self, may if approved, fresh consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry upto 31/12/2027 with suitable conditions and special condition that the consent granted to the industry is purely on the basis of undertaking/ submissions made by the industry, if in future any submission/undertaking is found wrong, this consent shall be considered as deemed cancel without any notice. </span></p> |
