CTOW/Fresh/LDH3/2023/22404283 & CTOA/Fresh/LDH3/2023/22404120 both dated 14.06.2023, valid upto 30.06.2023 each for mining of sand @ 181047 tonnes per year in an area of 20.60 hectare located in the revenue estate of village Madhepur, Tehsil Jagraon, District Ludhiana.</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">Mining contractor namely “M/s Baba Technoplast” has applied for renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for mining of sand @ 181047 tonnes per year in an area of 20.60 hectare located in the revenue estate of village Madhepur, Tehsil Jagraon, District Ludhiana.</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">The State Environment Impact Assessment Authority (SEIAA) vide letter no. SEIAA/MS/2017/1607 dated 29.09.2023 has granted permission to undertake mining operation in respect of sites for which EC applications have cleared the scrutiny stage and are pending with SEIAA/SEAC and also in respect of sites for which ToRs have been issued by SEIAA. This permission is valid till 31.12.2023 on the same terms and conditions as for the permissions granted till 30.06.2023 and the following additional conditions:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo3; tab-stops: 1.25in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">a)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">Mining Department would submit the list of sites in which EC applications have cleared the scrutiny stage but ECs of which have not yet been granted and of sites in respect of which ToR applications have been processed and ToRs have been issued by SEIAA and obtain site-specific permissions from SEIAA prior to commencement of mining operations.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo3; tab-stops: 1.25in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">b)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">The Mining Department shall direct the concessionaires who have been awarded CMS sites to deposits requisite funds for undertaking plantations and additional Environmental Activities in the Greening Punjab Mission (GPM) budget head through the concerned DFO prior to commencing Mining operations as per already decided criteria as under:</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; line-height: 150%; tab-stops: 1.25in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">Amount to be deposited = Rs {(50,000 X Total Area of Mining lease in Ha.0 + (Total Mineable Qty in MT as per EC/ToR application X 1.5)}. </span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">In compliance to above, the project proponent has submitted copy of ToR issued by SEIAA to the Executive Engineer cum District Mining Officer, Ludhiana vide no: </span><span lang="EN-IN" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-ansi-language: EN-IN;">SEIAA/PB/MIN/423283/2023 dated 20.10.2023. The Executive Engineer – cum- District Mining Officer, Ludhiana vide letter no: 3641-43 dated 05.06.2023 has granted provisional acceptance – cum – award of contract to contractor M/s </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">Baba Technoplast</span><span lang="EN-IN" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-ansi-language: EN-IN;"> for mining of sand @ </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">181047 </span><span lang="EN-IN" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-ansi-language: EN-IN;">MT in an area of 20.60 Ha in the village </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">Madhepur, Tehsil Jagraon, District Ludhiana</span><span lang="EN-IN" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-ansi-language: EN-IN;">. The PP has deposited Rs. 18,44,800/- as funds for undertaking plantations and additional Environmental Activities in the Greening Punjab Mission (GPM) in the bank account of the office of the Executive Engineer - cum- Mining Officer Ludhiana on 08.12.2023.</span></p>

<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;"><span style="mso-tab-count: 2;"> </span>The mining contractor has deposited Rs. 10,800/- vide UTR. No. 443432068 dated 13.06.2023 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 10,800/- vide UTR. No. 94977872 dated 13.06.2023 under Air (Prevention & Control of Pollution) Act, 1981 as consents fee, which is adequate upto 04.06.2026 under both acts. The project proponent has submitted latest CA certificate dated 09.06.2023 stating that the cost of the project is 45,26,175/-.</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;"><span style="mso-tab-count: 2;"> </span>The mining site was visited by undersigned on 15.12.2023 and it was observed that the mining contractor has not started its operation at site.</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif; color: red; mso-ansi-language: EN-IN;"> </span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">Keeping in view of above, it is recommended that Renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the project proponent for the period upto 31.12.2023 for mining of sand @ 181047 tonnes per year in an area of 20.60 hectare located in the revenue estate of village Madhepur, Tehsil Jagraon, District Ludhiana subject to suitable conditions alongwith special conditions that:</span></p>
