<p style="text-align: justify;">· The industry is raw milk processing unit @ 10 KLD. The industry has been commissioned without NOC of the Board.</p>
<p style="text-align: justify;">· The industry has applied for obtaining fresh consents to operate under the Water Act, 1974 & the Air Act, 1981 for processing Raw Milk @ 10 KLD.</p>
<p style="text-align: justify;">· The industry was visited by officer of the Board on 18.10.2023 and it was observed that:-</p>
<p style="text-align: justify;">1. The unit was in operation for chilling of milk as well production of dairy products (butter and ghee); however process of washing/effluent generation was not in progress.</p>
<p style="text-align: justify;">2. The industry has installed ETP in its premises for treatment of effluent; however the same is not as per the feasibility report submitted by it. Also, as per physical condition it can be concluded that the industry has not been operating its ETP. No effluent was observed entering the ETP.</p>
<p style="text-align: justify;">3. No PSIEC sewer exists in the area. No plantation provided for disposal of effluent and the effluent was found stagnated in the vacant land area. </p>
<p style="text-align: justify;">4. No documentary proof submitted by the industry regarding its date of commissioning to ascertain the adequacy of consent fees.</p>
<p style="text-align: justify;">· Show cause notice before refusal of consents to operate under the provisions of Water Act, 1974 & Air Act, 1981 was issued to the industry alongwith an opportunity of personal hearing on 15.11.2023 which was attended by the representative of the industry who apart from other statements stated that the industry is located in the Focal Point, Abohar, however no sewer line provided by the PSIEC. Plantation developed within the premises for disposal of treated effluent and also additional land area will be purchased for discharge of treated effluent. After hearing, it was decided by the Chief Environmental Engineer (B) decided that:-</p>
<p style="text-align: justify;">1. The industry will submit the proof regarding its date of commissioning within 05 days with the Regional Office, Faridkot of the Board.</p>
<p style="text-align: justify;">2. The industry will ensure to upgrade its existing ETP as per the feasibility report submitted by it, within 10 days.</p>
<p style="text-align: justify;">3. The industry will ensure no stagnation in the vacant land area and will ensure to utilize the entire treated effluent onto land for plantation only.</p>
<p style="text-align: justify;">4. Environmental Engineer, Regional Office, Faridkot shall visit the industry, verify the contentions of the representative of the industry & the compliance of the above decision(s) and process the applications applied by the industry under the Water Act, 1974 & Air Act, 1981 on merits.</p>
<p style="text-align: justify;">5. During hearing, it was made clear to the representative of the industry that in case, the industry fails to comply with the decisions of the hearing within stipulated period and in case of any violation(s) in future, then the consents to operate applied by the industry under the Water Act, 1974 & Air Act, 1981 be refused without any further notice /opportunity.</p>
<p style="text-align: justify;">· Now the Regional Office has reported that the industry was visited on 15.12.2023 and observed as under:-</p>
<p style="text-align: justify;">1. The industry was not in operation as per requirement and no process was in operation. </p>
<p style="text-align: justify;">2. ETP installed by the industry was not in operation and now consists of components, collection tank, chemical dosing tank, aeration tank, collection tank, sand filter, carbon filter, outlet collection tank. No effluent was observed, entering the ETP and at the outlet of ETP. Now the ETP has been made in line.</p>
<p style="text-align: justify;">3. The industry has still not provided plantation for disposal of effluent and as per representative, they have been disposing their effluent via tankers to the plantation area provided in far off areas. </p>
<p style="text-align: justify;">4. The industry has failed to submit any documentary proof regarding its date of commissioning.</p>
<p style="text-align: justify;">· In view of above, if approved, consents to operate applied by the industry under the provisions of the Water Act, 1974 & Air Act, 1981 be refused.</p>
