It is submitted that the rice sheller unit has been established after obtaining consent to establish (NOC) vide no. CTE/Fresh/FZR/2023/21794539 dated 24.05.2023, valid upto 23.05.2024 for the manufacturing of Raw Rice with Dryer @ 5.0 TPH and Sorted Rice @ 5.0 TPH, under Orange category, with certain conditions mentioned therein.                        Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981, for the manufacturing of Raw Rice with Dryer @ 5.0 TPH and Sorted Rice @ 5.0 TPH, under Orange category with requisite documents and adequate consent fees. The detail of case is as under:-                        The industry has submitted self-declaration regarding installation of cyclone separators as air pollution control devices with the shelling section and paddy pre cleaner of dryer section, as per the dimensional drawing given in the feasibility report submitted to the Punjab Pollution Control Board. The unit has also installed sortex machine of capacity 5 TPH.                           The industry has deposited Rs. 42,000/- deposited vide UTR/Ref. No.     001175730371 dated 18.12.2023 as water consent fee under the Water Act, 1974 and Rs. 42,000/- deposited vide UTR/Ref. No. 001176606002 dated 18.12.2023 as air consent fee under the Air Act, 1981, against the fixed assets of Rs. 192.33 Lakhs as on 30.09.2023 as per CA certificate dated 10.12.2023 submitted by it. Thus, the consent fee is adequate upto 30/09/2028 under each Acts.                        The industry was visited by this office on 14.12.2023 and it was observed as under:- 1.    The industry is a raw rice sheller unit with dryer, was not in operation during visit. However, was on the verge of commissioning. Raw material was found stored in its premises. 2.    The industry has installed machinery of rice sheller, for which NOC has obtained by it, in the processing shed and the processing shed has been covered from all sides. 3.    The industry has installed cyclone as APCD with shelling section and paddy pre cleaner dryer section. All dust emitting points have been connected with hooding system. Adequate stack heights have been provided with both APCDs alongwith sampling arrangements. 4.    The industry has provided wall of adequate length and height 15 ft around husk storage area. 5.    The industry has provided brick paved road on movement area within the premises. 6.    The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary. 7.    The industry has planted trees along its boundary wall.                         The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.                            Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2028 for operation of rice sheller unit to manufacture Raw Rice with Dryer @ 5.0 TPH and Sorted Rice @ 5.0 TPH, under Orange category, subject to the suitable conditions and a specific conditions that the industry will get its emissions analyzed from Board's lab during upcoming paddy season 2023-24 and submit the report within one month after re-commissioning of the industry.
