<p>RO has reported that the marriage palace was operating without obtaining NOC/consents of the Board. Show cause notice for violations of the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. 1266 dated 08.05.2023 with an opportunity of personal hearing dated 03.08.2023 before Chief Environmental Engineer, Jalandhar wherein it was decided as under: -</p>
<p><span lang="EN-US">1. </span><span lang="EN-US">Considering the violations of the unit, the Marriage Palace shall deposit an Environmental Compensation of Rs. 25,000/- to the Board within 10-days.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The Marriage Palace shall stop/plug the discharge of effluent into the drain immediately.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The Marriage Palace shall install proper STP along with septic tanks. 4. The Marriage Palace shall dispose off its Municipal Solid waste according to the Municipal Solid Waste Rules 2016 by entering into an agreement with the concerned M.C.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The single use plastic has been banned from 01/07/2022 as per the notification of Govt. of India, therefore Marriage Palace shall comply with same.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The Marriage Palace shall apply for consent to operate of the Board under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with complete documents through online system within 20-days.</span></p>
<p><span lang="EN-US">6. </span><span lang="EN-US">The Regional Office shall ensure the compliance of above decisions and shall submit report and recommendations accordingly.</span></p>
<p><span lang="EN-US">In compliance of the decisions of the personal hearing the marriage palace has deposited Rs. 25000/- as Environmental Compensation vide R. No. 95/5458 dated 22.09.2023 in this office.</span></p>
<p><span lang="EN-US">Now the marriage palace has applied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 through online system.</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The marriage palace has submitted CA Certificate, Land Documents, Site Plan/Location Plan, proof of date of commissioning, partnership deed, shajra map, and undertaking regarding construction of septic tank of size 10’x10’ etc.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The project proponent has also submitted CLU for the land area measuring 2.93 acre obtained from STP, Amritsar vide letter endst. no. 2636 dated 16.12.2019.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry has deposited Rs. 67,200/- vide UTR No. AXOMB33287915797 dated 24.11.2023 as consent fee under Water Act, 1974, Rs. 8400/- vide UTR No. AXMB222135538388 dated 01.08.2022 as NOC regularization fee, Rs. 67,200/- vide UTR No. AXOMB33287917178 dated 24.11.2023 as consent fee under Air Act, 1981 and Rs. 500/- vide UTR No. AXOMB33287897790 dated 24.11.2023, which it is adequate up to 30/09/2028 under both Acts</span><span lang="EN-US">.</span></p>
<p><span lang="EN-US">The site of the marriage palace was visited on 19/12/2023 and observed as under: -</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The marriage palace was not in operation at the time of visit as no any function was going on.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The marriage palace has provided oil & grease trap, grit chamber and septic tank and the marriage palace has provided arrangement for discharging effluent after septic tank onto land for plantation/gardening for which the marriage palace has reserve plantation/gardening area of approx. 4500 sqm.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The marriage palace has installed D.G. Set of capacity 82 KVA, which is provided with canopy.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The representative informed that they play DJ system will be played in enclosed hall of the marriage palace in every function.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">RO has recommended that </span>the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the marriage palace up to 30/09/2028 with suitable terms & conditions along with special condition that the marriage palace shall install STP whenever required on the directions of the Board.</p>
<p><span lang="EN-US">Keeping in view of above, it is recommended that </span><span lang="EN-US">the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the marriage palace up to 30/09/2028 with suitable terms & conditions along with special conditions as under:-</span></p>
<p><span lang="EN-US">1. The marriage palace shall install STP whenever required on the directions of the Board.</span></p>
<p>2. The project proponent shall properly channelize the fugitive emissions including emissions from cooking & kitchen operations by providing proper ducting / hood arrangement and proper exhaust system.</p>
<p>3. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</p>
<p>4. The project proponent shall make all necessary arrangements for compliance of Noise Pollution (Regulation and Control) Rules, 2000 & shall obtain required necessary permissions from designated authorities for operation of DJ etc as per provisions of noise pollution (Regulation & Control) Rules, 2000.</p>

<p>5. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</p>
<p>6. The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises as same are banned from 01/07/2022 as per notification of Govt. of India as well as Punjab.</p>
