<p class="TableParagraph" style="margin: 0.15pt 3.65pt 0.0001pt 5.75pt; text-align: justify; text-indent: 66.7pt; line-height: 24px;">It is submitted that during the visit in odd hours by the then AEE of this office, the industry was found violating the provisions of the Water Act, 1974 & the Air Act, 1981 by setting up the fire to the waste plastic in an open plot and operating its unit without obtaining valid consents of the Board. Due to that reason, the industry was issued notice to issue directions u/s 33-A of the Water Act, 1974 and u/s 31-A of the Air Act along with an opportunity of personal hearing before the Chief Environmental Engineer (B) Patiala.</p>
<p class="TableParagraph" style="margin: 0.15pt 3.65pt 0.0001pt 5.75pt; text-align: justify; text-indent: 66.7pt; line-height: 24px;">After hearing the officers of the Board and representative of the industry, Chief Environmental Engineer (B) Patiala was decided that this office shall keep vigil on the industry and shall carryout three surprise visits of the industry in the wee hours within one month and process the consent applications of the industry.</p>
<p class="TableParagraph" style="margin-left: 5.65pt; text-align: justify; line-height: 24px;"> It is pertinent to mention here that the establishment is a small scale orange category unit and is engaging in manufacturing of Plastic Gitta from Waste Plastic Polythene by following the manufacturing process, which involves Sorting<span style="letter-spacing: 0.4pt;"> </span><span style="letter-spacing: 0.15pt;"> </span>Grinding<span style="letter-spacing: -0.25pt;"> </span><span style="letter-spacing: -0.5pt;"> </span>Extrusion<span style="letter-spacing: -0.3pt;"> </span><span style="letter-spacing: -0.7pt;"> </span>Cooling<span style="letter-spacing: -0.1pt;"> and </span><span style="letter-spacing: -0.8pt;"> </span>Cutting.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.8pt 0.0001pt 5.75pt; text-align: justify; line-height: 24px;"> In compliance to the personal hearing decisions, the industry has applied for obtaining fresh consents to operate of the Board under the Water Act, 1974 and the Air Act, 1981 for manufacturing<span style="letter-spacing: 0.35pt;"> </span>of<span style="letter-spacing: 0.55pt;"> </span>Plastic Gitta @ 0.7 T/day by using Waste Plastic Polythene @ 0.7 T/day, as raw material under orange category.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.8pt 0.0001pt 5.75pt; text-align: justify; line-height: 24px;"> Along with the application, the industry has provided: -</p>
<p class="TableParagraph" style="margin: 0.05pt 3.8pt 0.0001pt 41.75pt; text-align: justify; text-indent: -0.25in; line-height: 24px;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>the feasibility report along with completion certificate w.r.t. the installation of wet scrubber as APCD for prevention and control of air pollution.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.8pt 0.0001pt 41.75pt; text-align: justify; text-indent: -0.25in; line-height: 24px;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The approved building plan obtained from the Competent Person of the Director of Factories.</p>

<p class="TableParagraph" style="margin: 0.05pt 3.8pt 0.0001pt 41.75pt; text-align: justify; text-indent: -0.25in; line-height: 24px;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The electricity bill as a proof of date of commissioning of the unit.</p>

<p class="TableParagraph" style="margin: 0.05pt 3.8pt 0.0001pt 41.75pt; text-align: justify; text-indent: -0.25in; line-height: 24px;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>Lease deed of land & building, valid upto 19.07.2025.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.8pt 0.0001pt 10.05pt; text-align: justify; text-indent: 32.1pt; line-height: 24px;">The industry has deposited Rs. 1,510/- vide UTR no. 725735465 dated 25.09.2023 and Rs. 800/- <span style="letter-spacing: -0.1pt;">deposited</span> <span style="letter-spacing: -0.2pt;">vide UTR No. </span>306917006 dated 28/12/2023 under the Water Act, 1974. And Rs. 1,510/- vide UTR no. 932073300 dated 25.09.2023 and Rs. 800/- <span style="letter-spacing: -0.1pt;">deposited </span><span style="letter-spacing: -0.2pt;">vide</span> U<span style="letter-spacing: -0.2pt;">TR</span> <span style="letter-spacing: -0.2pt;">No. </span>195290068 dated 28/12/2023 under the Air Act, 1981. It has also deposited Rs. 1,100/- vide UTR no. 932073300 dated 25.09.2023 as NOC regularization fee. The fee deposited by the industry after deducting the penalty fee (being late applied within the period of 6-9 months) under both Acts, is <strong>adequate upto 30.09.2024</strong> against the gross fixed assets of Rs. 5.50 lacs as<span style="letter-spacing: 0.2pt;"> </span>on 25/07/2023.</p>
<p class="TableParagraph" style="margin: 0.05pt 4.15pt 0.0001pt 5.75pt; text-align: justify; text-indent: 66.7pt; line-height: 24px;">During scrutiny, the application submitted and the documents provided along with the fee deposited by the industry is found complete and adequate.</p>
<p class="TableParagraph" style="margin: 0in 3.75pt 0.0001pt 5.75pt; text-align: justify; text-indent: 66.7pt; line-height: 24px;">To comply with the hearing decision and to verify the submissions made by the industry, the industry was visited by AEE of this office on 26.12.2023 and it was observed as under:-</p>
<p class="TableParagraph" style="margin: 0.15pt 4.55pt 0.0001pt 41.75pt; text-align: justify; text-indent: -24.75pt; line-height: 24px;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry has installed one no. extruder equipped with wet scrubber as APCD in its premises. The industry has also submitted feasibility report and completion certificate from M/s Laj Engineering Corporation, Barnala mentioning the mechanism to control air emissions generated during the manufacturing process. The APCD installed was in operation during visit and white smoke was found emitted and no secondary emissions were observed during visit.</p>
<p class="TableParagraph" style="margin-left: 41.7pt; text-align: justify; text-indent: -24.65pt; line-height: 24px;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>No<span style="letter-spacing: -0.25pt;"> </span>water<span style="letter-spacing: -0.35pt;"> </span>is being<span style="letter-spacing: -0.2pt;"> </span>used<span style="letter-spacing: -0.15pt;"> </span>in<span style="letter-spacing: -0.4pt;"> </span>the<span style="letter-spacing: -0.35pt;"> </span>process,<span style="letter-spacing: -0.1pt;"> </span>so,<span style="letter-spacing: -0.25pt;"> </span>no trade<span style="letter-spacing: -0.35pt;"> </span>effluent<span style="letter-spacing: -0.2pt;"> </span>is being<span style="letter-spacing: -0.4pt;"> </span><span style="letter-spacing: -0.1pt;">generated.</span></p>
<p class="TableParagraph" style="margin: 0.2pt 24.8pt 0.0001pt 41.75pt; text-align: justify; text-indent: -24.75pt; line-height: 24px;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>Only<span style="letter-spacing: -0.1pt;"> </span>domestic<span style="letter-spacing: -0.1pt;"> </span>effluent @<span style="letter-spacing: -0.2pt;"> </span>0.18 KLD is being discharged directly into sewer, which further leads to terminal STP of the Industrial Focal Point, Sangrur.</p>
<p class="TableParagraph" style="margin-left: 41.75pt; text-indent: -24.7pt; line-height: 24px;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The<span style="letter-spacing: -0.35pt;"> </span>industry<span style="letter-spacing: -0.2pt;"> </span>is<span style="letter-spacing: -0.1pt;"> </span>complying<span style="letter-spacing: -0.15pt;"> </span>with<span style="letter-spacing: -0.15pt;"> decisions made by the Competent Authority of the Board during the personal hearing.</span></p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 5.75pt; text-align: justify; text-indent: 0.8in; line-height: 24px;">In view of above, it is therefore, recommended that fresh consents to operate under<span style="letter-spacing: 1.65pt;"> </span>the<span style="letter-spacing: 1.7pt;"> </span>Water<span style="letter-spacing: 1.7pt;"> </span>Act,<span style="letter-spacing: 1.7pt;"> </span>1974<span style="letter-spacing: 1.55pt;"> </span>&<span style="letter-spacing: 1.6pt;"> </span>the<span style="letter-spacing: 1.95pt;"> </span>Air<span style="letter-spacing: 1.8pt;"> </span>Act,<span style="letter-spacing: 1.3pt;"> </span>1981<span style="letter-spacing: 1.8pt;"> </span>may<span style="letter-spacing: 1.3pt;"> </span>be<span style="letter-spacing: 1.45pt;"> </span>granted<span style="letter-spacing: 1.55pt;"> </span>to<span style="letter-spacing: 1.55pt;"> </span>the<span style="letter-spacing: 2pt;"> </span>establishment up to 31/01/2024 for manufacturing of Plastic Gitta @ 0.7 T/day by using Waste Plastic Polythene @ 0.7 T/day, as raw material with suitable conditions as per policy of the Board and with following special conditions: -</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry shall comply with guidelines issued by the PPCB for such type of units.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry will operate & maintain its air pollution control device (APCD), regularly and efficiently, so as to achieve the stack emission standards, consistently as prescribed by the Board/ MoEF & CC as amended from time to time.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry shall not install any boiler / furnace / DG set in its premises without prior permission of the Board.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry shall not change/modernize its manufacturing process and shall not increase its production capacity without prior permission of the Board.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry shall not use contaminated barrels / containers / drums containing Hazardous Waste / Chemicals / oil lubricants as raw material in its unit under any circumstances.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry shall obtain Registration under the Plastic Waste Management Rules, 2016.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-variant-position: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span>The industry shall not add any additional air polluting process without obtaining prior written permission of the Board.</p>
<p class="TableParagraph" style="margin: 0.05pt 3.95pt 0.0001pt 38.4pt; text-align: justify; text-indent: -21.25pt; line-height: 24px;"><span style="font-family: Cambria, 'serif'; font-size: 11pt; text-indent: 32.1pt;">8. The industry shall comply with the Environment Laws framed by the Govt./MoEF for plastic manufacturing/storage/supplier units, from time to time.</span></p> |
