<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> It is submitted that the HCF is a 25 bed hospital and has obtained authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/FZR/2023/24221716 dated 05.12.2023, valid for a period upto 31.12.2023 for 25 bed. The HCF has applied for obtaining renewal authorization under the BMW Rules, 2016, which is under process.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Now, the HCF has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS with requisite documents for 25 bedded. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> The HCF has submitted lease deed executed on dated 15.06.2022 between Sh. Anmoldeep Singh Ahuja (lease) and Dr. Sanjeev Narang (owner of HCF i.e. Sukhmani Superspeciality Hospital), which states that that the lease has given his land, in which HCF has situated measuring 8000 Sq. Ft. approx. for operation of HCF for 10 years i.e. upto 15.06.2032.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> The HCF has submitted bill of electricity as a proof of date of commissioning of HCF, which shows that Sh. Anmoldeep Singh Ahuja, Zira (lease of HCF) has issued electric connection on dated 25.07.2022. The hospital has deposited Rs. 1500/- each vide UTR No. UCBAH23354831133 & UCBAH23354829357 dated 20.12.2023 as consent to operate fee under the Water Act, 1974 and Air Act, 1981, respectively and is adequate for a period upto 31.12.2024. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> The HCF has submitted water charges receipt of the HCF issued by Zira Municipal Council on 01.11.2022, which shows the HCF is discharging its treated liquid waste into MC sewer of Zira.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> The HCF has submitted site map of the premises of HCF of its establishment approved from the Municipal Committee, Zira.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Further vide Board’s </span><span lang="EN-IN" style="font-family: 'Arial','sans-serif';">office order no. 379 dated 27.10.2023, in which it has mentioned that HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consent to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by PPCB without installation of individual ETPs, as an interim arrangement, subject to condition that HCFs shall be ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change, under Bio-Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments if any.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> The HCF has submitted an undertaking an assurance to comply with the effluent standards as prescribed by MoEF for discharging of hospital effluent. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> To process the case, the hospital has been visited by this office on 21.12.2023 and it was observed that: </span></p>

It has installed a digital X-ray machine in its premises. </span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The hospital is treating liquid bio-waste generated from the lab and OT section with 1-2% hypochlorite solution and treated effluent is being discharged into MC sewer of Zira, for further treatment in STP of MC, Zira. </span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The hospital has complied with provisions of Water Act, 1974 and Air Act, 1981 as well as with provisions of BMW Rules, 2016. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's.</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0in; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 0in; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Keeping in view of the above, it is recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the hospital for a period upto 31.03.2024 to the HCF for bed capacity of 25 for a period up to 30.06.2024, subject to the suitable conditions along with specific conditions that:</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0in 0in .0001pt 27.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The HCF shall be ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change, under Bio-Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments if any.</span></p>
