| Clarification Note: |
To verify the submissions made by the industry and to check the compliance of NOC conditions earlier granted to the industry, it was visited by Environmental Engineer along with AEE of this office on 28/12/2023 and it was observed that: -
1. The industry has earlier obtained consent to establish for manufacturing of saila rice as one of the product proposing to install ETP for treatment of effluent to be generated from saila rice manufacturing. However, the industry has not installed ETP as proposed while grant of said clearance.
2. The industry has installed multi-cyclone as APCD along with stack of adequate height with boiler section. However, it has not provided adequate height of the stack provided the cyclones installed as APCD for shelling as well as dryer section.
3. The industry has not provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles.
4. The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. However, the effluent generated from the kitchen section is being discharged onto land for stagnation outside the boundary of its premises (empty space in front of the main gate).
And whereas, the rice shelling unit is not complying with the NOC conditions earlier granted and code of practice prescribed by Board for the rice sheller units.
And whereas, it has now been proposed to refuse the application of the industry for obtaining consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 after affording an opportunity of show cause.
As such you are hereby given an opportunity to appear in person before the undersigned on 12/01/2024 at 11:00 A.M. in the office of Environment Engineer, Punjab Pollution Control Board, Regional Office, Industrial Focal Point, Sunam Road, Sangrur to show cause, as to why the proposed action may not be taken, failing which, it will be presumed that the industry has nothing to say and the Board shall go ahead to take the necessary action under the aforesaid Acts.
