<p style="text-align: justify;">The note of Regional Office may kindly be perused.</p>
<p style="text-align: justify;">The industry is a small scale orange category unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2021/15721322 dated 30.06.2021 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2021/15721065 dated 05.06.2021 for garment washing (washing of cloth) @ 3500 numbers/day with discharge of trade effluent @ 150.0 KLD and domestic effluent @ 2.5 KLD into 15 MLD CETP, which were expired on 30.09.2022.</p>
<p style="text-align: justify;">The industry had applied for renewal of consent under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, while processing the application, industry was given personal hearing before the Chairman of the Board on 24.05.2023. After hearing Competent Authority has decided as under:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 applied by the industry be refused.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry shall submit Bank Guarantee of Rs. 1 Lac as an assurance keep the effluent generation / discharge to CETP within the consented figures, within 07 days in 0/o Environmental Engineer, Regional Office-3, Ludhiana.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->Newly added machinery and surplus machinery of the industry be sealed to restrict the effluent discharge within the consented quantities.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry shall apply for revised application of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for production and effluent discharge for unsealed capacity, within 15 days.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry to seal the newly added machinery and surplus machinery of the industry and process revised application of industry on merits.</p>
<p style="text-align: justify;">Thereafter, the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 was refused.</p>
<p style="text-align: justify;">In compliance of the decisions taken during the hearing, one conventional washing machine of capacity 80 kg (surplus) installed by the industry was sealed on 27.07.2023 and the industry had submitted bank guarantee of Rs 01 lac, which is valid upto 25.07.2024.</p>
<p style="text-align: justify;">Now the industry has applied for varied of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the reduced production capacity i.e. Manufacturing/ washing/ dyeing/printing of garments @ 3000 numbers/day with discharge of trade effluent @ 147.5 KLD and domestic effluent @ 2.5 KLD into 15 MLD CETP.</p>
<p style="text-align: justify;">Regional Office certified that the industry is situated in Bahadurke Dyeing complex, which is designated industrial zone as per the provisions of the Master Plan, Ludhiana.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 04.01.2024 and reported that The industry was complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;">Regional Office reported that the industry has installed 01 wood fired baby boiler of capacity 800 Kcal/Hour with cyclone as APCD with adequate stack height. The industry has also installed 2 DG sets of capacity 125 KVA & 62 KVA with canopy and adequate stack height inside the premises.</p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; line-height: 115%;"><span style="font-size: 12.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-ansi-language: EN-US;">In view of above, may if approved, varied consent to operate for the reduced production capacity i.e. manufacturing/ washing/ dyeing/printing of garments @ 3000 numbers/day with discharge of trade effluent @ 147.5 KLD and domestic effluent @ 2.5 KLD into 15 MLD CETP under Air Act, 1981 may be granted to the industry upto 30.09.2024 (adequacy of consent fee) with suitable conditions, please. </span></p>
