<p style="text-align: justify;">It is submitted that the hospital has applied fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for discharge of domestic effluent @ 1.8 KLD into sewer and operation of 1 no. D.G. sets of 35 KVA capacity along with requisite documents.</p>
<p style="text-align: justify;">As per Board notification no. 688 dated 02.03.2017 consent fee is to be taken from 01.04.2016. The hospital has deposited Rs. 13000/- vide online receipt no. 657573080 dated 08.01.2024 as water consent fee and Rs. 13000/- vide online receipt No. 187979505 dated 08.01.2024 as air consent fee. The total consent fee deposited by the hospital is adequate upto 31.03.2029. </p>
<p style="text-align: justify;">The hospital has submitted land registry as per which the land is the name of Sh. Hemant Bansal, SCO No. 7, Main Market, SST Nagar, Patiala and Sh. Sherry Bansal W/o Sh. Hemant Bansal. The hospital has also submitted sewer bill issued by improvement trust, which is in the name of proprietor Sh. Hemant Bansal.</p>
<p style="text-align: justify;">The hospital has submitted an undertaking that:</p>
<p style="text-align: justify;">1. That it is a 7 bed installed in the hospital.</p>
<p style="text-align: justify;">2. That I have removed 3 no. beds from the hospital due to less occupancy of patients.</p>
<p style="text-align: justify;">3. That the hospital is treat its liquid waste generated from hospital with 1-2% hypo chlorite solution.</p>
<p style="text-align: justify;">4. That the said application is for grant of authorization under the Bio-Medical waste Management Rules, 2016 and I shall be liable to obtain other statutory approvals required from other departments, if any.</p>
<p style="text-align: justify;">5. That the HCF will comply with the effluent standards as notified by Ministry of Environment and climate change under Bio Medical Waste Management Rules, 2016 at all the time.</p>
<p style="text-align: justify;">6. That no. action is pending against the hospital for violation of the relevant environmental law vis-vis Water (Prevention and Control of Pollution), Act, 1974 & under Air (Prevention and Control of Pollution), Act, 1981, Environmental (Protection) Act, 1986 and various rules made there under.</p>
<p style="text-align: justify;">The HCE has submitted an agreement with by M/s Rainbow Environments at Mohali for collection, transportation, treatment and disposal of bio-medical waste generated by it which is valid upto 11.01.2023 to 10.01.2026 from 07 Beds.</p>
<p style="text-align: justify;">The hospital was visited by the undersigned on 09.01.2024 and it was observed as under:</p>
<p style="text-align: justify;">1. The hospital has provided about 7 beds and operation theater .</p>
<p style="text-align: justify;">2. The hospital has not provided any lab and blood bank.</p>
<p style="text-align: justify;">3. The hospital is segregating its bio medical waste as per the colour code scheme mentioned in the said Rules.</p>
<p style="text-align: justify;">4. The hospital has made arrangement for treatment of liquid waste generated from washing of OT utensils with 1% sodium hypochloride solution and the same is being discharged into MC sewer, which is connected to Terminal STP.</p>
<p style="text-align: justify;">5. The hospital has provided 1 no. D.G. set of capacity 35 KVA with canopy and stack of adequate height. </p>
<p style="text-align: justify;">As per the Board’s office order no. 379 dated 27.10.2023, it has been decided that HCFs up to 30 bed capacity, which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by PPCB without installation of individual ETP, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the MoEF&CC under BMW Rules, 2016 as amended upto the date and subsequent amendments if any. </p>
<p style="text-align: justify;">The HCF has provided less than 30 beds at present and has sought permission for operating hospital having 30 beds capacity.</p>
<p style="text-align: justify;">In view of above mentioned facts, if approved, the HCF may be granted fresh consent to operate under the Water Act, 1974 and the Air Act, 1981, upto 31.03.2029 for operation of 7 bedded hospital and discharge of effluent into sewer having terminal STP with suitable conditions and following special conditions as under:</p>
<p style="text-align: justify;">1. The HCF shall comply with the laws and bylaws of Master Plan of Patiala.</p>
<p style="text-align: justify;">2. The HCF will use 1-2% sodium hypo-chlorite solution for disinfection of chemical liquid waste generated in the HCF and keep the record of the consumption of the Sodium hypochlorite solution.</p>
<p style="text-align: justify;">3. The hospital shall not carry out any expansion/ modernization/ change in process/ category (from green to orange or to red or so on) or out scale (from small to medium or large) without obtaining prior permission of the Board.</p>
<p style="text-align: justify;">4. In case the hospital is found that it has submitted any wrong/ partial/ forged information/ document or any false affirmation, it shall be liable for action as deemed fit by the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;">5. The consent is being granted without installation of individual ETP, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the MoEF&CC under BMW Rules, 2016 as amended upto the date and subsequent amendments if any.</p>
<p style="text-align: justify;">6. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.</p>
