Commercial Plots in the revenue estate of Budhlada, Distt. Mansa in the name of Sh. Krishan Lal, Partner Auth Signatory.</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The detail of the case is as under:-</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The Project Proponent has submitted the project report for the development of residential colony consisting of 110 No. Residential Plots and 9 No. Commercial Plots cost including the cost of land of Rs. 484.28 lacs. The Project Proponent has deposited the NOC fees Rs. 10800/-&nbsp;&nbsp;vide R No. 71340343 dated 31.08.2023 which is adequate for a period of 1 year.</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The Project Proponent has also submitted the NOC from MC Budhlada vide no. 1052 dt. 09.11.23, Authorized Signatory letter dt. 29.10.22 vide which sh. Krishan Lal has been authorized, Partnership deed dt. 27.08.2021, LOI vide no. MNS/PAPRA/LOU/2023-1978 dt. 10.08.2023, STP Bathinda approved Layout Plan, Feasibility report, Possession Report regarding specific khasra nos., CLU of specific khasra nos. and Revenue record of 73 Kanals 07 Marlas (Registries on the name of the M/s Aggarwal Enclave, Budhlada).</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The Project Proponent has submitted the copy of CLU in the name of M/s Aggarwal Enclave vide Memo No. PB/CLU/MSZ/BUDHA/63 dated 23.12.2022 from department of Local Govt. for land bearing khasra Nos.&nbsp;66//&nbsp;14(7-11), 15/2(2-18), 16/1(5-7), 17/1(4-18), 11/2min(2-9), 9(7-12), 12/1(5-10), 13/1(5-10), 7(8-0), 8(8-0), 5/2min(2-10), 6(8-0), 15/1(5-2)&nbsp;for an area of 73 Kanals 07 Marlas&nbsp;(399390.75 sq.ft&nbsp;). As per the CLU the site is in the residential area as per Master Plan Budhlada (2007-2021).</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The Project Proponent has submitted partnership deed dated 27.08.2021&nbsp;having Sh. Ravinder Kumar, Sh. Puneet Kumar, Sh. Avinash Jindal and Sh. Krishan Lal as Partners.</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The total effluent generation from the project will be 196 KLD considering total population after full development of area i.e. 1650 from residential zone and 90 person in commercial zone. The colony has submitted the feasibility report regarding installation of STP (Bar Screen - Primary Clarifier- Aeration tank - Secondary Clarifier - Sludge Dry Beds - Outlet) of capacity 240 KLD for treatment of the domestic effluent generated. The Project Proponent has proposed that it will utilize the 38 KLD of treated waste water for dual plumbing purpose and nearly 1 KLD in the green area of the project and the excess waste water will be disposed into M.C. Sewer.</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">It has also obtained permission from Executive Office, M.C. Budhlada vide no. 1052 dt. 09.11.2023 regarding disposal of treated waste water into the sewer and for lifting of dry solid waste generated from the project.&nbsp;Further, the project proponent has proposed that the Bio-degradable wastes will be treated in the 2 separate units of Organic Waste Convertor, Horticultural Waste is proposed to be composted and will be used for gardening purposes.&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The Project Proponent has submitted final approved layout plan approved by Senior Town Planner, Bathinda (copy attached).&nbsp;&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">It is further informed that the EC will not be applicable as for plotting scheme it is applicable on area of more than 50 hectares and the area of the project is only 9.168 acres as per CLU document issued to the project and built up area of 21,500 square metres which way lesser than 1.5 lakh meter square of built up area.</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">The site of the colony was earlier visited by the officer of this office on 17.11.2023 and Sh. Krishan Lal, Partner was contacted and it was observed as under: -</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">1.&nbsp;&nbsp;&nbsp;&nbsp;The development activity was still ongoing in the colony and 1 no. residential plot foundation work has started and 06 no. commercial shops construction has been completed.</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">2.&nbsp;&nbsp;&nbsp;&nbsp;The colony is still in construction phase and the internal road network pavement work is in progress.</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">3.&nbsp;&nbsp;&nbsp;&nbsp;The internal 02 no. parks have been developed. The internal sewerage network laying is in process.</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">4.&nbsp;&nbsp;&nbsp;&nbsp;Further, there is no MAH unit within 250 m reach of the site of the colony and no air polluting industry within 100 m of the site of the colony.</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">As such, the site of the colony is complying with siting&nbsp;guidelines for establishment of the residential colony.</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">Keeping in view of above, it is recommended that Consent to Establish (NOC) may be granted to the Project Proponent for development of a residential colony namely M/s Aggarwal Enclave having 110 no.&nbsp;residential plots and 9 no. Commercial Plots to the project proponent for a period of one year, subject to suitable conditions and special condition that:-</span></p> <p class="tableparagraph" style="text-align: justify; background: white; margin: 4.5pt 2.9pt .0001pt 2.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">1.</span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">&nbsp;&nbsp;&nbsp;&nbsp;The Consent to Establish(NOC) is being granted for the development of the residential colony in the revenue estate of Budhlada having total land area 73 Kanal 07 Marlas&nbsp;(399390.75 sq.ft.)&nbsp;having khasra Nos.&nbsp;66//&nbsp;14(7-11), 15/2(2-18), 16/1(5-7), 17/1(4-18), 11/2min(2-9), 9(7-12), 12/1(5-10), 13/1(5-10), 7(8-0), 8(8-0), 5/2min(2-10), 6(8-0), 15/1(5-2) as per the CLU granted to the residential colony.</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">2.&nbsp;&nbsp;&nbsp;&nbsp;The Project Proponent will apply for consent to operate under Water Act, 1974 &amp; Air Act, 1981 before operating the water outlet/occupation of residential houses.</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">3.&nbsp;&nbsp;&nbsp;&nbsp;The Project Proponent shall make arrangements to reuse the treated effluent for watering of green areas in the project premises and only the surplus treated waste water shall be discharged into the MC, sewer, in compliance to the order of the Board issued vide no. 315 dt. 05.07.2018.</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">4.&nbsp;&nbsp;&nbsp;&nbsp;The Project Proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016.</span></p> <p class="tableparagraph" style="text-align: justify; text-indent: -.25in; background: white; margin: 4.5pt 2.9pt .0001pt 20.95pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-language: AR-SA;">5.&nbsp;&nbsp;&nbsp;&nbsp;This consent to establish is issued from pollution angle and the Project Proponent shall obtain the statutory clearances /&nbsp;permissions from the other concerned departments, as required.</span></p>
