<p style="text-align: justify;"><span lang="EN-US">It is intimated the HCF is a 15 bedded hospital and was earlier granted Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2021/17243835 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2021/17244187 dated 10.11.2021, both were valid upto 31.03.2022.</span></p>
<p style="text-align: justify;"><span><span lang="EN-US">Now, the HCF has applied for renewal of CTO under both acts. The application of the HCF was scrutinized and the found that the HCF has submitted all the required documents and has also deposited CTO fee online under both acts (i.e. Rs. 7,000/- vide UTR no. 700565182 dated 11.01.2024 Water Act, 1974 and Rs. 7,000/- vude UTR no. </span>519209679 dated 11.01.2024 under Air Act, 1981), which are adequate upto 31.03.2029. The HCF has also submitted MOU signed with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana valid up to 31.03.2027 for 15 beds. The HCF has also submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF except liquid waste and that is being pretreated with (1-2)% Sodium Hypochlorite Solution and then finally discharged into sewer. The site of HCF falls within MC limits of Ludhiana city and is connected to the terminal STP.</span></p>

<p><span>Now, as per the Board’s notification no. 379 dated 27.10.2023, the HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal STPs have been installed, shall be granted Consent to Operate under Water Act, 1974 and Air Act, 1981 as well as authorization by PPCB without installation of ETPs, as an interim arrangement, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by the MoEF&CC under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.</span></p>
<p><span>Therefore, the HCF is complying with the provisions under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p><span lang="EN-US"> Keeping in view of the above, it is recommended that the Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed to the HCF up to 31.03.2028 with special conditions as follows:</span></p>
<p><span><span lang="EN-US">1. </span><span lang="EN-US">The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.</span></span></p>
<p><span><span lang="EN-US">2. </span><span lang="EN-US">The HCF shall renew its Agreement with Common Bio Medical Treatment Facility before its expiry.</span></span></p>
<p><span><span lang="EN-US">3. </span><span lang="EN-US">The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 and varied Consent to Operate Water Act, 1974 and Air Act, 1981, if it increases its bed capacity or dental chairs.</span></span></p>
