CTOW/Renewal/LDH3/2020/13015824 dated 05.08.2020, valid upto 30.06.2025 for the production of dyeing of all kind of fabrics @ 1700 Kg/day and dyeing of garments @500 No./day and for the discharge of trade effluent @ 300 KLD into sewer after treatment through ETP & domestic effluent @ 1 KLD into sewer.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-bidi-theme-font: minor-latin;">Earlier the industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 28.08.2023 wherein it was decided as under:</span></p>

It shall provide EMFS on all sources of fresh water if not provided earlier.</span></em></p>

<p class="MsoBodyText2" style="text-align: justify; text-indent: -18.6pt; line-height: 150%; background: white; margin: 0in 4.7pt 0in 36.6pt;"><em><span style="font-size: 12.0pt; line-height: 150%; mso-ascii-font-family: Calibri; mso-hansi-font-family: Calibri; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext;">c) Details of dyeing machinery/other water consuming machinery along with specifications including production capacities specifying liquor ratio, number of lots, water consumption per lot, thus calculating the total fresh consumption (with duly authenticated).</span></em></p>
<p class="MsoBodyText2" style="text-align: justify; text-indent: -18.6pt; line-height: 150%; background: white; margin: 0in 4.7pt 0in 36.6pt;"><em><span style="font-size: 12.0pt; line-height: 150%; mso-ascii-font-family: Calibri; mso-hansi-font-family: Calibri; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext;">d) Numbers of shares held by the industry (duly certified by the SPV) along with NOC from PDA/SPV regarding proposed discharge into common sewer of CETP.</span></em></p>
<p class="MsoBodyText2" style="text-align: justify; text-indent: -18.6pt; line-height: 150%; background: white; margin: 0in 4.7pt 0in 36.6pt;"><em><span style="font-size: 12.0pt; line-height: 150%; mso-ascii-font-family: Calibri; mso-hansi-font-family: Calibri; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext;">e) The industry shall get its shares DEMAT and submit the documentary evidence in this regard. By the time, the DEMAT process is completed, the industry shall submit a certificate from Company Secretary of the PDA for the shares that have been recommended to the ROC for DEMAT.</span></em></p>
<p class="MsoBodyText2" style="text-align: justify; text-indent: -18.6pt; line-height: 150%; background: white; margin: 0in 4.7pt 0in 36.6pt;"><em><span style="font-size: 12.0pt; line-height: 150%; mso-ascii-font-family: Calibri; mso-hansi-font-family: Calibri; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; color: black; mso-color-alt: windowtext;">f) Record of discharge during the last three months as per SCADA.</span></em></p>

<p class="MsoListParagraphCxSpFirst" style="margin: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-bidi-theme-font: minor-latin;">Now, the industry applied for Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 for the production of dyeing and finishing of polyester fabric @ 12.5 metric tonnes/day or dyeing and finishing of cotton/polyester-cotton (pc) @ 05 metric tonnes/day with discharge of trade effluent & domestic effluent @ 300 KLD into CETP 50 MLD conveyance system. </span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-bidi-theme-font: minor-latin;">The industry was visited by officer of the Board on 15.12.2023 and it was observed that:</span></p>

Thus, no share of industry has been DEMAT till date.</span></p>

Only one machine of 04 openings (80 KLD discharge) was found sealed. Industry has obtained shares of 300 KLD only. Thus, total sealing of 160 KLD is required and additional machinery of discharge 80 KLD is required to be sealed.</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-bidi-theme-font: minor-latin;">The industry has failed to comply with the decisions of personal hearing dated 28.08.2023 and thus is violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0in; mso-add-space: auto; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-bidi-theme-font: minor-latin;">Notice to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 alongwith show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 was issued to the industry with an opportunity of personal hearing before Chief Environmental Engineer, Ludhiana on 10.01.2024 postponed to 11.01.2024 due to administrative reasons.</span></p>
<p class="MsoNormal" style="margin-bottom: 0in; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; mso-ascii-font-family: Calibri; mso-hansi-font-family: Calibri; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">However, no one from the industry attended the hearing. </span></p>
