<p style="text-align: justify;"><span lang="EN-US" style="background-color: #ffffff; color: #000000;">It is intimated the HCF is a diagnostic centre and was earlier granted Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2018/6965696 dated 24.01.2018 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2018/6965819 dated 24.01.2018, which were valid upto 31.03.2022.</span></p>
<p style="text-align: justify;"><span style="background-color: #ffffff; color: #000000;"><span lang="EN-US">Now, the HCF has applied for renewal of CTO under both acts. The HCF has submitted all the required documents and has also deposited CTO fee online under both acts (i.e. Rs. 10,000/- vide UTR no. 265341351 dated 09.01.2024 under Water Act, 1974 and Rs. 10,000/- vide </span>UTR no. 440808312 dated 09.01.2024 under Air Act, 1981, both are adequate upto 31.03.2027. The HCF has also submitted MOU signed with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana valid up to 31.03.2028 for diagnostic centre. The HCF has also applied for Authorization under Bio-Medical Waste Management Rules, 2016, which is under process. The HCF has also submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF and no liquid waste is generated in their premises.</span></p>
<p style="text-align: justify;"><span lang="EN-US" style="background-color: #ffffff; color: #000000;">Now, as per the Board’s notification no. 379 dated 27.10.2023, the HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal STPs have been installed, shall be granted Consent to Operate under Water Act, 1974 and Air Act, 1981 as well as authorization by PPCB without installation of ETPs, as an interim arrangement, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by the MoEF&CC under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.</span></p>
<p style="text-align: justify;"><span style="background-color: #ffffff; color: #000000;">Therefore, the HCF is complying with the provisions under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p style="text-align: justify;"><span lang="EN-US" style="background-color: #ffffff; color: #000000;"> Keeping in view of the above, it is recommended that the Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed up to 31.03.2027 with special conditions as follows:</span></p>
<p style="text-align: justify;"><span style="background-color: #ffffff; color: #000000;"><span lang="EN-US">1. </span><span lang="EN-US">The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.</span></span></p>
<p style="text-align: justify;"><span style="background-color: #ffffff; color: #000000;"><span lang="EN-US">2. </span><span lang="EN-US">The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry.</span></span></p>
<p style="text-align: justify;"><span style="background-color: #ffffff; color: #000000;"><span lang="EN-US">3. </span><span lang="EN-US">The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 and varied Consent to Operate Water Act, 1974 and Air Act, 1981, if it becomes a bedded hospital (for non-bedded) or if it increases its bed capacity or dental chairs.</span></span></p>
