File Note: <p style="text-align: justify;">It is submitted that the industry is a small-scale cattle feed/poultry feed unit and was granted consent to establish (NOC) under the Water (Prevention &amp; Control of Pollution) Act, 1974 and under the Air (Prevention &amp; Control of Pollution) Act, 1981 vide no. CTE/Fresh/FGS/2023/21912185 dated 19/06/2023 valid 07/05/2024 for the manufacturing Cattle Feed @ 08 T/Hour. Further, the industry has deposited Rs. 18500/- vide no. 971661725 dated 22/04/2023 which is adequate.</p> <p style="text-align: justify;">Now, the industry has applied for Fresh consent to operate under the Water Act, 1974 and Air Act, 1981 along with requisite documents through OCMMS. The industry has deposited consent fee of Rs. 108000/- vide no. 955970441 dated 08/01/2024 under the Water Act, 1974 and Rs. 108500/- vide 571275296 dated 08/01/2024 under the Air Act, 1981 and the industry has deposited NOC Fee of Rs. 18500/- vide no. 971661725 dated 22/04/2023 against the un-depreciated fixed assets of Rs. 1059.50 Lacs as on 20/12/2023 as per CA certificate dated 20/12/2023 which is adequate up to 31/03/2028 under Orange category as per Board's Office Order dated 29/10/2018.&nbsp;</p> <p style="text-align: justify;">Accordingly,<span style="white-space: pre;"> </span>the<span style="white-space: pre;"> </span>industry<span style="white-space: pre;"> </span>was<span style="white-space: pre;"> </span>visited by<span style="white-space: pre;"> </span>the<span style="white-space: pre;"> </span>undersigned<span style="white-space: pre;"> </span>on 12/01/2024 During the visit, it was observed as under:</p> <p style="text-align: justify;">1.<span style="white-space: pre;"> </span>The industry was in operation during the visit.</p> <p style="text-align: justify;">2.<span style="white-space: pre;"> </span>The industry is engaged in the manufacturing of Cattle Feed/poultry feed by using Oil Cakes/De-oiled Cakes/Food Grains/Rice Bran/Husks/Salt as raw material.</p> <p style="text-align: justify;">3.<span style="white-space: pre;"> </span>The industry has 1 no. wood-based Thermax boiler of capacity 01 T/Hour and the industry has installed cyclone separator as APCD with adequate stack height.&nbsp;</p> <p style="text-align: justify;">4.<span style="white-space: pre;"> </span>The<span style="white-space: pre;"> </span>industry has<span style="white-space: pre;"> </span>stabilized its<span style="white-space: pre;"> </span>vehicular movement area within industry/entry/exit points, to suppress the dust emissions.</p> <p style="text-align: justify;">5.<span style="white-space: pre;"> </span>The industry has installed water meter on its submersible pump and its reading was 7.11.</p> <p style="text-align: justify;">6.<span style="white-space: pre;"> </span>There is no use of water in the industrial process, hence, no trade effluent has been generated.</p> <p style="text-align: justify;">7.<span style="white-space: pre;"> </span>The industry is discharging its domestic effluent onto land for plantation after passing through septic tank.</p> <p style="text-align: justify;">8.<span style="white-space: pre;"> </span>The industry has submitted building plan approved by Er. Mandeep Singh Saini Competent Person Director of Factories, Punjab.</p> <p style="text-align: justify;">The site of industry falls in industrial zone as per the Master Plan of Mandi Gobindgarh. The industry has complying with the conditions of&nbsp; the NOC earlier granted to the industry.</p> <p style="text-align: justify;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</p> <p style="text-align: justify;">"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</p> <p style="text-align: justify;">PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.</p> <p style="text-align: justify;">In the subject cited case, the industry has mentioned ground water extraction @ 08 KLD. Considering 25 working days per month, ground water extraction will be 200 KL/month, which is less than 300 KL/month.<span style="white-space: pre;"> </span></p> <p style="text-align: justify;">In view of above, it is therefore recommended that consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 and under the Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted upto 30/09/2027 with usual conditions and with special conditions:</p> <p style="text-align: justify;">1.<span style="white-space: pre;"> </span>The industry shall submitted the Air emission analysis report analyzed by Board&rsquo;s Lab.&nbsp; &nbsp;</p> <p style="text-align: justify;">2.<span style="white-space: pre;"> </span>The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board.&nbsp;</p> <p style="text-align: justify;">3.<span style="white-space: pre;"> </span>The industry shall not carry out any activity covered under the ambit of EIA Notification, 2006.&nbsp;</p> <p style="text-align: justify;">4.<span style="white-space: pre;"> </span>The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the industry.&nbsp;</p> <p style="text-align: justify;">5.<span style="white-space: pre;"> </span>The industry shall obtain necessary statutory permissions / clearances from all other concerned departments.&nbsp;</p> <p style="text-align: justify;">6.<span style="white-space: pre;"> </span>The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.&nbsp;</p> <p style="text-align: justify;">7.<span style="white-space: pre;"> </span>The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.&nbsp;</p> <p style="text-align: justify;">8.<span style="white-space: pre;"> </span>The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated &amp; disposed of in an environmentally sound manner.</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;"><strong>Date of Receiving: 08/01/2024</strong></p> <p style="text-align: justify;"><strong>Date of Scrutinized: 11/01/2024</strong></p> <p style="text-align: justify;"><strong>Date of Deemed Approval: 30/01/2024</strong></p> <p style="text-align: justify;"><strong>Competency: Senior Environmental Engineer</strong></p> <p style="text-align: justify;">&nbsp;</p>
