It is intimated that earlier the industry has applied for obtaining consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Ethanol Plant for manufacturing of Ethanol @ 120 Ltrs/day and Power @ 4.0 Megawatt from Molasses @ 500 MTD and Bagasse @ 480 MTD as raw material and same was refused due to 1)  <span style="font-size: 14.0pt; line-height: 150%; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white;">Non-compliance of decisions of hearing held before Hon'ble Chairman of the Board. 2)  <span style="font-size: 14.0pt; line-height: 150%; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white;">Non-compliance of <span style="font-size: 14.0pt; line-height: 150%; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">Government of Punjab, Department of Science, Technology and Environment letter dated 27/08/2021, vide which at S. No. A(1)(c), it has been mandated for new distilleries and breweries coming up in the State to install Paddy Straw fuel based-boiler.  3)  <span style="font-size: 14.0pt; line-height: 150%; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">Non-compliance of EC as quantity of proposed effluent generation by the industry is greater than quantity for which EC has been granted. 4)  <span style="font-size: 14.0pt; line-height: 150%; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white;">Un-scientific measures for treatment of domestic effluent. Now, the industry has again applied for obtaining consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Ethanol Plant for manufacturing of Ethanol @ 120 Ltrs/day and Power @ 4.0 Megawatt from Molasses @ 500 MTD and Bagasse @ 480 MTD as raw material.  The industry has filled online application form, DPR with manufacturing process for setting of Ethanol Plant, Environmental Clearance from MoEF&CC, site and possession certificate of immovable and movable assets of the company, copies of PAN & GST No., MOA, List of Directors, Site Plan and Location Plan. As per project report the total estimated project cost is 160 Crores. The industry has already deposited                   Rs. 216000/- vide receipt no. 56/5392 dated 23.04.2021 as NOC fee and Rs. 500/- vide receipt no. 57/5392 dated 23.04.2021 as form fee. Apart from above documents, the industry has now uploaded certificate endorsed by Tehsildar Mukerian dated 17.06.2021 mentioning that the site of the industry is at a distance of around 600 mtrs. from the Lal Lakir of Vill. Chak Allah Bakash. The industry has submitted certificate issued by M.C. Mukerian vide their office letter no.1198 dated 13.08.2021, the site of Indian Sucrose Ltd., Mukerian falls in Industrial Area as per Master Plan of M.C. Mukerian. The fee deposited by the industry is adequate for one year. The site was visited by officers of this office on 12.01.2024 and observed that the proposed site of distillery is the site where old paper mill exist which is closed and dismantle adjoining to the sugar mil, now taken M/s Indian Sucrose has taken possession of this land. No construction activity has been started by the industry at the site. The industry has submitted sales and possession certificates of immovable and movable assets of the company. As per project report and reply given by the industry to the clarification raised earlier to it online, the distillery will be based on zero liquid discharged and has proposed to provide ESP as APCD on Boiler for Co-Gen Plant. The unit has proposed to set up a molasses based distillery and has proposed to install a Bagasse fired boiler of capacity 45 TPH.   As per the Para 1.9.1.C of the approval of Council of Ministers dated 26.08.2021, regarding encouraging utilization of paddy straw as fuel. " It will be mandatory for new distilleries and breweries coming up in the State to install Paddy Straw fuel based –boiler." The industry has not submitted proposal in line with the approved Cabinet decision, alongwith its application however, the industry has proposed to use mixed fule i.e. trade effluent generated @ 480 KLD and same will be disposed off with fuel i.e paddy straw, bagasse etc. will be burnt in Incinerated Boiler.   In view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for installation of setting up Molasses based distillery of 120 KLD may be refused as the industry has not submitted the proposal of installation of boiler as per the Para 1.9.1.C of the approval of Council of Ministers dated 26.08.2021.
