<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The officers of the Board brought out that t</span><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-fareast-language: EN-IN;">he </span><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">service station was earlier granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2023/23500368 dated 8/10/2023, valid upto 29/2/2024 for establishment of Servicing of Four Wheeler (Car) @ 30 Numbers/Day subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-indent: 1.0in; line-height: 150%; margin: 0in .7pt .0001pt 0in;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The service station has now applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 for Servicing of Four Wheeler (Car) @ 30 No. /Day alongwith requisite documents. The site of the</span><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial; mso-bidi-theme-font: minor-bidi; mso-bidi-language: PA;"> industry was visited by officer of the Board on 4/1/2024 and it was observed as under:</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial; mso-bidi-theme-font: minor-bidi;">1)<span style="mso-tab-count: 1;"> </span>The unit is engaged in sale of used cars and servicing of four wheelers.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial; mso-bidi-theme-font: minor-bidi;">2)<span style="mso-tab-count: 1;"> </span>About 16-17 vehicles are being serviced daily.</span></p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify; text-indent: -.5in; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial; mso-bidi-theme-font: minor-bidi;">3)<span style="mso-tab-count: 1;"> </span>The service station has installed ETP of capacity 5 KLD for treatment of wastewater generated from car washing.</span></p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify; text-indent: -.5in; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial; mso-bidi-theme-font: minor-bidi;">4)<span style="mso-tab-count: 1;"> </span>The treated wastewater is being reused for washing. However, no provision has been made for the same and all the treated wastewater is being discharged into sewer.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial; mso-bidi-theme-font: minor-bidi;">5)<span style="mso-tab-count: 1;"> </span>The service station is not maintaining any record of operation of ETP.</span></p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify; text-indent: -.5in; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial; mso-bidi-theme-font: minor-bidi;">6)<span style="mso-tab-count: 1;"> </span>The service station has provided watermeter at inlet & outlet of ETP and has provided energy meter also, but no record is being maintained.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The industry is not complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 as well as has not complied with the conditions mentioned in the consent to establish (NOC) earlier granted to it under the provisions of the Water (Prevention & Control of Pollution) Act, 1974<span style="mso-spacerun: yes;"> </span>and the Air (Prevention & Control of Pollution) Act, 1981, thus, violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 intentionally and deliberately. It was proposed to refuse the consent to operate applied under the Water (Prevention & Control of Pollution) Act, 1974, after affording an opportunity of show cause-cum-personal hearing.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">Therefore, the industry was served show cause notice for refusal of consent to operate applied under the Water (Prevention</span><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; background: white;"> & Control of Pollution) Act, 1974 alongwith an opportunity of personal hearing vide Board's letter no. 10007-08 dated 9/1/2024 before the Senior Environmental Engineer (P) of the Board on 16/1/2024.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-fareast-language: EN-IN;">The representative of the industry attended the hearing and informed that the industry has already complied with all the observations made by the visiting officer i.e. the industry has started reusing treated wastewater for washing of vehicles, started maintaining records and also installed meter with the ETP. He requested for grant of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 . </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-fareast-language: EN-IN;">After hearing the representative of the industry and officer of the Board, the Senior Environmental Engineer (ZP-1) of the Board decided that:</span></p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify; text-indent: -.5in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">1)<span style="mso-tab-count: 1;"> </span>The consent to operate of the Board under Water (Prevention & Control of Pollution) Act, 1974 shall be granted upto 30/6/2024. </span></p>
<p class="MsoNormal" style="margin-left: .5in; text-align: justify; text-indent: -.5in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span lang="EN-US" style="font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">2)<span style="mso-tab-count: 1;"> </span>Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar shall visit the industry immediately to verify the contentions of the industry given by the industry during hearing and thereafter send the report alongwith recommendations.</span></p>
<p class="MsoBodyTextIndent2" style="line-height: 150%;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 150%; font-family: 'Calibri',sans-serif;">If approved, proceedings of the personal hearing as above may be conveyed to the industry and Environmental Engineer, PPCB, RO, SAS Nagar for compliance and sending the report, respectively. </span></p>
