The marriage palace-cum-banquet hall-cum-restaurant-cum-hotel was visited during the surprise visit to the area by the officers of the Board on 29.11.2023. During visit, it was observed as under:</span></p>

<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The establishment was found in operation and has provided 1 no. big banquet hall of capacity 500 persons, 2nd banquet hall of capacity 100-150 persons, 3rd banquet hall of capacity 30-50 persons, 4th multipurpose hall of capacity 50 persons and 1 no. open hall cum restaurant of capacity 70-80 persons.</span></p>

<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The establishment has installed 1 no. DG set of capacity 125 KVA, which is equipped with canopy and stack of in-adequate height.</span></p>

DG sets of unknown capacity, which are without canopy and stacks.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Waste food and municipal solid waste was found dumped in open space, adjacent to the premises.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Housekeeping of the kitchen area was found in poor conditions.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The establishment has not provided oil & grease trap or treatment system for treatment of waste water generated from kitchen & domestic sources.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Complete wastewater from the premises is being discharged outside the premises into a drain, which ultimately leads to stagnation on the other side of the road.</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif'; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Accordingly, the marriage palace-cum-banquet hall was issued show cause notice for violations under the provisions of the Water Act, 1974 and the Air Act, 1981 vide Board's letter no. 9332-33 dated 06.12.2023 with an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-1, Patiala on 15.12.2023. After hearing, it was decided that:</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background: white;">The marriage palace shall apply for obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981, within 10 days.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background: white;">The marriage palace shall commission its STP within 15 days and shall operate the same regularly and efficiency to achieve the prescribed standards.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background: white;">The marriage palace shall develop adequate plantation area for disposal of its treated wastewater, within 15 days.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background: white;">Environmental Engineer, Regional Office, Patiala shall personally visit the marriage palace, check the adequacy of the STP installed by the marriage palace and other compliances as per the guidelines, process the consent applications and submit its report, within one month.</span></p>
<p class="MsoListParagraph" style="margin-left: 27pt; text-align: justify; text-indent: -27pt; line-height: 24px;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif'; background: white;">Further action shall be taken after the receipt of the report of Regional Office</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: 24px;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif'; background: white;">The proceedings of the hearing were conveyed to the industry vide Board's letter no. 9705-06 dated 22/12/2023.</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">Now, the establishment has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 in the name and style of M/s Sai enterprises bearing khasra no. 177 min 2-17-0, 178 min 3-14-0, 179 min 3-5-5 for total area 9 Bigha 16 Biswa 5 biswasi (2.044 acres) in the revenue estate of Vill - Kheri Gadian, Tehsil Rajpura, Distt. Patiala for Marriage Palace Cum Restaurant of capacity 760 No./day for discharging of domestic effluent @ 16.4 KL/day under orange category along with requisite documents i.e. partnership deed, lease deed, CA certificate, feasibility report, authorization letter, CLU from Housing and Urban Development Department issued by PBIP etc</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';"> </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The industry has submitted a revenue report from revenue estate of Tehsil Rajpura dated 13.12.2023 (copy attached)</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';"> </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The industry has submitted a CLU from Housing and Urban Development Department issued by PBIP for Hotel Purpose vide memo no. 352 dated 10.02.2022 (copy attached) .</span><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';"> Hence, the site is suitable for establishment of proposed unit. </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">As per feasibility report, the establishment has provided 1 no. banquet hall of capacity 500 persons, 2nd banquet hall of capacity 100 persons, 3rd banquet hall of capacity around 30 persons, 4th multipurpose hall of capacity 50 persons and 1 no. open hall cum restaurant of capacity 70-80 persons.</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The establishment has installed Sewage treatment plant (STP) of capacity 20 KLD for treatment of waste water generated from kitchen and washrooms, consisting of following components:-</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">Preliminary Treatment (O & G Trap and Screen in Sewer Line in Civil Work) → Septic cum Sewage Collection Tank→ Secondary Treatment (A complete unit on a single skid with centralized control panel includes both aeration system and secondary settlement chamber) → Tertiary treatment (A combination of PSF, ACF) → Treated sewage at this stage is fit for use in irrigation.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: 24px;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The </span><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">establishment </span><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">has submitted approved building vide letter no. PBIP/CAPA/(HUD)/2021/55 dated 28.01.2021 from Competent Authority, Deptt. of Housing and Urban Development (HUD), Punjab.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: 24px;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The facility will generate solid waste from kitchen rejects, serving rejects, etc. Assuming an average waste generation factor of 150 g/person, the solid waste generation comes out to be a maximum of about 114 Kg / day.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: 24px;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The establishment has submitted electricity bill as its proof, mentioning date of connection as 28/09/2022. </span></p>

N345232779934724 dated 12.12.2023 against the fixed assets of Rs. 341.90 lakh as on 30.11.2023 as per CA certificate dated 09.12.2023 submitted by the industry, which is adequate upto <strong>31.08.2028</strong> </span><span lang="EN-IN" style="font-size: 12.5pt; line-height: 25px;">(date of commissioning August, 2022 as per application form)</span><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">.</span></p>

<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span style="font-family: 'Bookman Old Style', 'serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: 'Bookman Old Style', 'serif';">The establishment has now provided STP plant for treatment of its wastewater kitchen and washroom, which was found in operation.</span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span style="font-family: 'Bookman Old Style', 'serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: 'Bookman Old Style', 'serif';">The establishment is yet to provide water meters on the inlet and outlet of the STP, so as to check its working.</span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27pt; text-align: justify; text-indent: -27pt; line-height: 24px; background: white;"><span style="font-family: 'Bookman Old Style', 'serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: 'Bookman Old Style', 'serif';">The establishment has kept a pipe for discharge of treated domestic effluent onto land for plantation alongwith boundary wall. However, the establishment was advised to provide proper piping network to utilize treated effluent in its park and plantation along the boundary wall.</span></p>

Therefore, the lifting of solid waste does come under the jurisdiction of MC </span><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">Rajpura</span><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">. However, </span><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">the establishment is lifting its </span><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">plastic / re-recyclable waste </span><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">through </span><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">natural scavenger system/Local rag pickers. The establishment has informed that the waste food is lifted by piggery farm. However, proper agreement and its record are yet to be maintained.</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The marriage palace has also submitted compliance of mechanism/guidelines for control of pollution from banquet halls/restaurants/hotels/motels prescribed by board vide office order dated 02.02.2021.</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">Therefore, the establishment is partially complying with the decisions of personal hearing as well as provisions of the Water Act, 1974 and the Air Act, 1981.</span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; text-align: justify; line-height: 24px; background: white;"><span lang="EN-IN" style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">In view of the above, may if approved, recommendations be sent to SEE, ZO-1, Patiala that fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for under orange category may be granted to the establishment for a short period of 3 months only subject to the suitable conditions as per the policy of the Board and special condition that:</span></p>

<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">The establishment shall provide water meter at the inlet and outlet of STP and shall maintain the record of the same properly.</span></p>
<p class="MsoListParagraph" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in; line-height: 24px; background: white;"><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: 'Bookman Old Style', 'serif';">The establishment shall provide water meter at the source of fresh water and shall maintain the record of the same properly.</span></p>
