<p>Earlier, the PP has obtained CTE for establishment of the 200 bedded hospital in the revenue area of Patti Jutti Bathinda measuring 26 bigga 08 bishwa i.e. 26,624.229 sq. yard vide certificate no. CTE/Fresh/BTI/2019/8914598 dated 11.2.2019 valid upto 10.2.2020.</p>
<p>Now, the PP has applied for renewal CTO for operation of the 350 bedded Hospital in the revenue area of Patti Jutti Bathinda measuring 11 Acres 5 kanals and 12.6 marlas.</p>
<p>The Rep of the Project informed that the case has been applied in the renewal category as there is some technical problem in the invest Punjab Portal.</p>
<p>The PP has obtained EC from MOEF for Hospital cum Institute vide F No. 21-86/2020-IA-III dated 5.1.2021 to expand the existing Pragma Medical Institute. After expansion the plot area of the project is 47,365 sqm (11.7 Acres) and initially built up area was 16,708.93 Sqm as per the approved building plan of the project sanctioned by MC Bathinda vide letter 702/C dated 23.6.2019. As per EC granted the EC was obtained when the project was having builtup area 13000sqm and thereafter vertical expansion was planned by adding 7 floors. The total built-up area of the project after expansion will be 40,480.55 sqm as per approved building plan vide no. 67/C dated 11.6.2020. (Compliance report attached).</p>
<p>The PP has submitted copy of the CLU vide 364 /MTP dated 1.9.2021 having land area 11.7 Acres. As per CLU the site falls under Master Plan Bathinda in Residential Zone and the CLU is being passed for institute motive.</p>
<p>The PP has submitted agreement with M/s Medwaste Solutions Pvt limited, Sri Muktsar Sahib for 350 beds dated 21.9.2023 valid upto 20.9.2028.</p>
<p>The PP has submitted date of commissioning proof as electricity bill having meter date @ 8.6.2023.</p>
<p>Lease Document is over land and executed on 26.8.2020</p>
<p>The PP has deposited Rs. 250000 vide no. BARBR52023100700838051 dated 7.10.2023 under Water Act, 1974 and vide no. BARBR52023100700838243 dated 7.10.2023 under Air Act, 1981, Rs. 100000 vide no. BARBY23280150210 dated 7.10.2023 under Air Act, 1981.</p>
<p>As per the CA certificate the total project cost is Rs. 185.24 Cr(without lease value @ 10 lakh/ annum)</p>

<p>The Institute has submitted completion certificate of the STP @ 160 KLD & ETP @ 16 KLD from M/s Prem Environmental Solutions, K- 80, Industrial Growth Centre, Bathinda dated 31.8.2023</p>
<p>The HCF was visited on 16.1.2024 and it was observed as under:</p>
<p>1. The HCF was in operation during visit.</p>
<p>2. The HCF has installed approx. 120 no beds in the hospital and more beds are under installation.</p>
<p>3. The HCF has not yet started the institute section. At present only hospital sections have been brought into operation.</p>
<p>4. The HCF has installed STP @ 160 KLD consisting of Bar screen, O & G Tank, Equalization Tank, Sludge holding tank, MBBR, Tube settler, filter feed tank, MGF, ACF, outlet with provision for reuse of the treated effluent for flushing and for gardening.</p>
<p>5. The HCF has installed ETP @ 16 KLD consisting of Bar screen, O & G Tank, Equalization Tank, dosing, MBBR, Tube settler, filter feed tank, MGF, ACF, outlet with provision for further treatment in the STP.</p>
<p>6. The PP has not yet developed the plantation area as mentioned in the EC granted. The plantation area as well as parking area is yet to be developed as specified in the layout at backside of the project.</p>
<p>7. The HCF has installed color coded bins in the HCF area and the segregation of the waste was found as per BMW Rules, 2016</p>

<p>8. The HCF has made provision to lift MSW to MC authorities and no in-house management has been provided.</p>
<p>The PP has not submitted any document related to completion certificate and occupancy certificate from MC Bathinda as per which it would be certified that the building constructed has been in accordance with the approved layout plans as approved by MC Bathinda.</p>

<p>Keeping in view of the above it is submitted the PP may be issued SCN for violation of the provisions of Water Act, 1974 and Air Act, 1981.</p> |
