However, the Indian Medical Association (IMA), Punjab had submitted various representations from time to time and on 09.10.2023 wherein PPCB has been requested to grant consents to operate under the Water Act, 1974, the Air Act, 1981 and authorization under the Bio-Medical Waste Management Rules, 2016 to Health Care Facilities (HCFs) without installation of STP -cum-ETP by medium level hospitals due to the various reasons as mentioned in their representations.</span></em></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify;"><em><span lang="EN-IN" style="color: black; mso-themecolor: text1;"><span style="mso-tab-count: 1;"> </span>After considering the representation submitted by the IMA Punjab and examination of the matter, the Competent Authority of the Board has decided to constitute a committee of technical officers of the Board comprising of various hierarchical positions vide office order no. 378 dated 27.10.2023 to examine the matter in detail, practice adopted by the other State Boards, letters/clarifications/guidelines issued by the MoEF&Cc/CPCB et., if any and to submit the report for taking further action in the matter.</span></em></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify;"><em><span lang="EN-IN" style="color: black; mso-themecolor: text1;"><span style="mso-tab-count: 1;"> </span>In view of the above stated facts it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPS) have been installed, shall be granted consent to operate under the Water Act, 1974 and Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation ETPs, as an interim arrangements, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any”.</span></em></p>
