<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">It is intimated that the project proponent was granted consent to establish (NOC) of the Board for setting up of a new CNG Retail Outlet vide no. CTE/Fresh/BAR/2022/20244209 dated 10.11.2022 valid upto 09.11.2023 for dispensing of CNG @ 5000 Kgs/day under green category small scale with certain condition mentioned therein.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted a request letter in which it is stating that the project is going on as per approved layout. The construction work is being delayed due to obtaining NOC from Forest Department which was received on 26.10.2023.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">Now, the project proponent has applied for extension in its consent to establish for complete the construction work.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">The project has deposited Rs. 1340/- (Rs. 700/- CTE fee + Rs. 140/- penalty fee + Rs. 500/- application fee) vide R. No. 56754423 dated 04.01.2024, which is adequate for one year.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>The proposed land falls in the revenue estate of Village Sanghera, Tehsil and District Barnala bearing Khasra no. 301//4/2/1, 4/1/1/1, 4/3/1/1, 4/2/2/1 Khatauni No.-1459/274.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">It is worth to mention here that Central Pollution Control Board has framed sitting guidelines for setting up of new petrol pump vide memo no. B-13011/1/2019-20/AQM/10822 dated 07/01/2020 and same are as under:-</span></p>
<p style="text-align: justify; line-height: 115%; background: white; margin: 0in .75in .0001pt 1.0in;"><em><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">"In case of sitting criteria for petrol pumps, new Retail Outlets shall not be located within a radial distance of 50 meters (from fill point dispensing units vent pipe whichever is nearest) from schools, hospitals (10 beds and above) and residential areas designated as per local laws.</span></em></p>
<p style="text-align: justify; line-height: 115%; background: white; margin: 0in .75in .0001pt 1.0in;"><em><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">In case of constraints in providing 50 meters distance, the retail outlet shall implement additional safety measures as prescribed by PESO.</span></em></p>
<p style="text-align: justify; line-height: 115%; background: white; margin: 0in .75in .0001pt 1.0in;"><em><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">In no case, the distance between new retail outlet from schools, hospitals (10 beds and above) and residential area designated as per local laws shall be less than 30 meters.</span></em></p>
<p style="text-align: justify; line-height: 115%; background: white; margin: 0in .75in .0001pt 1.0in;"><em><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">No high tension line shall pass over the retail outlet.</span></em></p>
<p style="text-align: justify; line-height: 115%; background: white; margin: 0in .75in .0001pt 1.0in;"><em><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">These guidelines are supplementary to all existing relevant Rules. Guidelines Order: etc."</span></em></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">The CPCB vide its letter no. 2306 dated 18.08.2022, which was circulated by the Board vide its letter 18972-78 dated 07.09.2022 has waived off the previous sitting guidelines issued by the CPCB vide letter dated 07.01.2020 i.e. 50 mtr from schools, hospitals (10 beds and above) and residential areas. However, the latest correspondance, it has been mentioned that all existing guidelines would be applicable to CNG retail outlets/dispensing stations. Further, the measures prescribed with respect to fire, safety and leakages by various authorities should be strictly adhered to.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">To verify the facts, earlier the proposed site of the retail outlet was visited by AEE of this office on 03.11.2022 and it was observed as under: -</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">1. The site is situated at Village Sanghera, Tehsil and District Barnala.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">2. The construction activity has been started at the site.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">3. There is no school, hospital, 15 pucca houses within 50-meter radius of the proposed site.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">4. There is no high tension line passing over the proposed site of retail outlet.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">5. The project proponent has proposed to install DG of capacity 25 KVA, which will be equipped with canopy and adequate stack height.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">6. The project proponent will not generate any trade effluent. Domestic effluent is proposed to discharge onto land for plantation after passing through septic tank.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">On the basis of above NOC<span style="mso-spacerun: yes;"> </span>to establish (NOC) for establishment for a new CNG Retail Outlet for dispensing of CNG @ 5000 Kgs/day, with suitable conditions was granted to the project proponent upto 9.11.23 with suitable conditions.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">Now, to process the NOC expansion application site was again visited by me on 16.1.2024 and observed that construction work of the boundary wall almost completed and construction work for the office building was under process at site. No machinery arrived at site and construction of road /floor yet to start. The status of location of the unit is same as already reported earlier by the officer during its last visit on 3.11.2022. </span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';"> </span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">Keeping in view of above, it is recommended that extension in the validity of<span style="mso-spacerun: yes;"> </span>last NOC may be granted to the project proponent for further one year with suitable conditions per policy of the Board and following special conditions that:- (Competency: EE)</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">1. The petrol pump shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and complying with the said rules.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">2. The outlet will submit on site emergency plan to the Board and also prepare of side emergency plan as per the Manufacturing, Storage & Import of Hazardous Chemical Rules, 1989.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">3. The outlet will not carry out any process at the site i.e., automobile servicing, repairing and painting etc. which creates water & air pollution without prior written permission of the Board.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">4. The outlet will comply with the Punjab Regional Town Planning & Development Act, 1995 and will obtain necessary approval.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">5. The outlet will obtain NOC from Petroleum & Explosive Safety Organization, Govt. of India and comply with the certain conditions mentioned therein.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">6. The outlet will comply with the guidelines of I.R.C: 12-2009.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">7. The petrol pump shall install DG set equipped with canopy / acoustic chamber so as to comply with noise standards prescribed under the Noise (Pollution & Control) Rules, 2000. For the installation of diesel generated set of capacity more than 10 KVA, petrol pump shall obtain consent to operate of the Board under the provisions of the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; background: white;"><span style="font-size: 13.5pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-bidi-font-family: 'Times New Roman';">8. The outlet will obtain permission from all concerned Departments.</span></p>
