<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">It is submitted that the Hall Marking Centre was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/BAR/2023/22554480 dated 10/08/2023 valid upto 09/02/2024 and under the Air Act, 1981 CTOA/Fresh/BAR/2023/22554476 dated 10/08/2023 valid upto 09/02/2024 for Gold Assaying & Hallmarking (BIS) @ 12 Nos./day of Gold Samples {For Testing Purity & Hallmarking (BIS)} @ 12 Nos/day, Nitric acid @ 0.2 Ltr/day & Lead Foil @ 0.048 Kg/day under small scale orange category with suitable conditions.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">Now, the Hall Marking Centre has applied for obtaining renewal of Consent to operate under the Water Act, 1974 and the Air Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">The Hall Marking Centre had already deposited Rs. 15960/- (Rs. 15600/- as water consent fee + Rs. 360/- as penalty fee) vide UTR No. 612320271 dated 29.06.2023 as water consent fee and Rs. 20,600/- vide UTR No. 895745021 dated 29/06/2023 as air consent fee, which is <strong>adequate upto 30.06.2027</strong> against the fixed assets of Rs. 71.67 lacs as per CA certificate dated 27/12/2023.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">The center has got analyzed its stack emission sample from M/s Centre of Environment and Food Technology Pvt. Ltd., Moti Nagar, New Delhi. The copy of report is attached in document section.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">The hall mark center has been visited by the officer of this office on 16.1.2024 and observed as under:-</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif; color: black; mso-themecolor: text1;">1. </span><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">The Hall Marking Centre is situated in the B-1/281, Gurdwara Street, Sadar Bazar, Barnala, which has been established at the present site in June, 2023. The is located in market area .</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">2. The hall mark centre was in operation during visit.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">3. The Hall Marking Centre has installed XRF machine, stamping machine and Muffle furnaces for its hallmarking process.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">4. The Hall Marking Centre has provided wet scrubber as APCD with its muffle furnaces with arrangement to recycle the scrubbing water alongwith stack of adequate height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">5. The centre is carried out parting process involves boiling of a metal mixture (gold and silver) with parting acid (Nitric acid) to remove the silver. In this process silver present in the metal gets dissolved with nitric acid leaving only gold in its purest form. After recovering dissolved silver from acid, the spent parting acid is generated which needs to be neutralized. Further, the Centre has connected wet scrubber as APCD with Cupellation furnace, the scrubbing water generating from the process contains small traces of lead and nitric acid which needs to be precipitated before discharge.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;"><span style="mso-spacerun: yes;"> </span>The Hall Marking Centre is collecting its spent acid from the above process in a plastic bucket, which is discharged into sewer, after neutralizing the same in plastic bucket. <strong style="mso-bidi-font-weight: normal;">However, as per CPCB guidelines spent cupels/scrubbed water should be disposed off to TSDF or to the authorized lead recyclers dealers.</strong></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">On the basis of above last CTO was granted to the unit.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">It is pertinent to mention here that the CPCB had framed the guidelines for these type of hall mark center in Oct, 2020. The hall mark center was found complying with the said guidelines, however in the above guidelines no specific sitting criteria for such type of Gold Test Lab has been mentioned. The board yet has also not framed any specific sitting guidelines for such type of units. It was mentioned in the said guidelines by the CPCB that hall mark centers should be established as per the sitting policies/guidelines of local administration. Further, the CPCB has now sought the comments from all the SPCB to decide the sitting criteria for such type of units, which is under process with CPCB.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-family: Century, serif; font-size: 13pt; text-indent: 72pt;">6. The Hall Marking Centre have provided litmus paper for checking pH of spent acid after neutralization before disposal in the sewer.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">7.<span style="mso-spacerun: yes;"> </span>Domestic effluent is being discharge into sewer.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span style="font-family: Century, serif; font-size: 13pt; text-indent: 72pt;">8. The Hall Marking Centre has installed 1 no. D.G. set of 15 KVA capacity, with canopy and stack of adequate height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 13.0pt; line-height: 107%; font-family: 'Century',serif;">In view of above, it is therefore, recommended that the show cause notice for refusal of CTO under water Act,1974 and Air act,1981 issued to the industry ,please.</span></p>
