It is submitted that industry is a Medium Scale/ Orange Category  Rolling Mill and is engaged in the manufacturing of  M.S.Round, Bars, Angles etc/ @ 45 MT/Day using M.S.Ingots, Billets, Blooms etc. @ 45 MT/Day as Raw Material. The industry was issued show cause notice for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 with an opportunity of personal hearing before the  Chief Environmental Engineer, Ludhiana on 18.12.2023 (which was postponed to 20.12.2023 due to administrative reasons) in which it was decided as under:-   1.     The industry shall operate the APCD properly and efficiently as to achieve the prescribed standard of the Board.   2.    The industry shall apply the TOR immediately and submit documentary proof to the Board.   3.     The industry shall apply for the consent of the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith authorization under Hazardous & Other Wastes (Management Handling & Transboundary Movement) Rules, 2016 within 15 days.   4.  The industry shall recirculate the entire cooling water and discharge only domestic effluent onto land for plantation through septic tank.   5.   The industry shall made the proper arrangement for collection, storage and disposal of Hazardous waste under Hazardous & Other Wastes (Management Handling & Transboundary Movement) Rules, 2016.   6.   Environmental Engineer, Regional Office shall visit the industry to verify the contention of the industry and process consent application accordingly.   7.  The industry be given another opportunity of personal hearing u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 after 15 days to review its progress list compliance as above.                     To verify the compliance of the decisions of personal hearing and to verify the facts to deal with the consent applications applied by the industry under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, the industry was visited by the undersigned on 09.01.2024 and observed as under:-   1.     The industry has not submitted the documentary proof w.r.t. apply the TOR.   2.    The industry has not applied for authorization under Hazardous & Other Wastes (Management Handling & Transboundary Movement) Rules, 2016 so far. 3.  The industry has not lift its remaining stored Hazardous Waste @ 13.175 Ton to CTSDF. If approved the show cause notice for refusal of consent under Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 may be issued to industry with an opportunity of personal hearing before the  Chief Environmental Engineer, Ludhiana in compliance of decision of hearing dated 18.12.2023.
