The industry is an existing unit and was earlier granted consent to operate under the Water Act, 1974 and the Air Act, 1981 for operation of solvent extraction plant and rice sheller unit to manufacture Rice Bran Oil @ 20 TPD, De-Oiled Rice Bran @ 80 TPD, Raw Rice @ 5 TPH (with dryer) and Sorted Rice @ 05 TPH, for a period upto 30.09.2025. Now, the industry has applied for consent to establish (NOC for expansion) under the Water Act, 1974 and the Air Act, 1981 for expansion of its unit by installing additional machinery of steamed plant i.e. 2 no. dryers, 6 no. handies of capacity 5.5 ton, 12 no. small handies of size 24 inches, 1 no. paddy pre cleaner for steamed rice @ 5 TPH (with dryer). Thus, after expansion manufacturing capacity of the unit will be of Solvent Plant: Rice Bran Oil @ 20 TPD, De-Oiled Cake @ 80 TPD, Rice Shelling Plant: Steamed Rice OR Raw Rice @ 5 TPH (with dryer) and Sorted Rice @ 05 TPH, Details of the case are as under:- ·         The industry has submitted certificate from Municipal Council, Faridkot vide no. 579 dated 09.01.2024, mentioning  khasra no. 5463/16-16, khasra no. 12434/5465/0-12, khasra no. 5464/7-8, khasra no. 12435/5465/6-8, khasra no. 12433/5466/13-3, khasra no. 12433/5465/0-16, khasra no. 12436/5466/1-12, khasra no. 5467/15-7, khasra no. 5468/7-16, khasra no. 12438/5466/1-4, khasra no. 12437/5466/0-12 and 5469/21-16, situated at Saidq Road, Faridkot and is outside the limits of Municipal Council, Faridkot. ·         The industry has submitted copy of feasibility report, showing ·         The industry has submitted project report mentioning the projected value of expansion is Rs.  90.0 Lakhs. Accordingly the industry has deposited Rs. 5600/- vide UTR / Ref No. 911967097 dated 10.01.2024, which is valid for a period of one year.   The industry was visited by undersigned (AEE) on 03.01.2024 and it was observed as under:-  1.       The industry was not in operation during the visit. 2.       The industry has installed ETP consists of  Oil & Grease traps, Collection tank, anaerobic tank, Aeration tank with diffusers, tube settler and sludge drying beds for treatment of waste water arising from solvent plant and same was found under stabilization. 3.       The industry has provided flow meter at the outlet of ETP. It has provided separate energy meter with the ETP. 4.       The industry has developed plantation area of about 2 kanals adjoining to its premises for disposal of treated trade effluent from the ETP and plantation has found good. 5.       The industry has installed twin cyclone as APCD to contain flue gas emissions of 8 TPH capacity rice husk fired boiler and stack of adequate height has been provided with infrastructure to facilitate emission sampling. The representative of the industry has informed that the steam from existing boiler of capacity 8 TPH will be used for steamed plant also. 6.       The industry has installed separate cyclones as APCDs with shelling section and paddy pre cleaner section of rice sheller unit to arrest the process emissions and all dust emitting points were found connected with the cyclone. 7.       The industry has provided brick wall of height 12 feet with steel wire mesh of 5 feet height on top of it, in front of the discharge point of rice husk area and the length of aforesaid brick wall is adequate on each side of the rice husk discharge point. 8.       The industry has provided covered conveyor for taking rice husk from husk discharge point to boiler feeding point and mechanical feeding system has been provided with furnace of boiler. 9.       The industry has provided room type enclosure with roof for storage of fuel ash along with arrangement for wetting of ash to avoid its blowing. 10.  The industry has provided brick paved movement area of vehicles. 11.  The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.    The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981. The industry has proposed to make expansion in its existing unit and the area of unit is falls outside the limits of MC Faridkot. Thus, site of the industry is suitable for expansion as per notification dated 15.10.2013.  In view of the above, it is recommended that the NOC for expansion may be granted to the industry to make expansion in its existing land by adding steamed plant, subject to the suitable conditions along with specific conditions as under: 1.      The industry will not operate parboiling section for production of saila rice and will not provide water supply pipe line with the handies without prior permission of the Board. 2.      The industry will not discharge any trade effluent from the process. 3.      The industry will operate its ETP regularly and scientifically and shall maintain proper record of the effluent generated / treated. 4.      The industry shall not consume any fuel except rice husk in boiler section and dryer furnace for burning purposes without the prior written permission of the Board. 5.      The industry shall dispose of fuel ash generated from the operation of boiler and dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. 6.      The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times. 7.      The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry.
