<p style="text-align: justify;">The industry has proposed to set up a new Feed manufacturing unit for produced Cattle Feed by using De-Oiled Mustard Cake, Mustard Cake, Soya Doc, Cotton seed meal, Maize, Barley, Bajra, DDGS, Rice Bran, De-oiled Rice Bran, Molasses, Salt, Calcite Powder, Mineral Mixture, Wheat Bran. The industry is small scale orange category unit applied for CTE (consent to establish) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.The industry has deposited NOC fee of Rs. 24500/- vide receipt no. 9301631 dated 12/01/2024.</p>
<p style="text-align: justify;"><strong>Under Water (Prevention & Control of Pollution) Act, 1974 </strong></p>
<p style="text-align: justify;">1 KLD of fresh water will be used in the boiler feed, and 2 KLD will be used domestically. The domestic effluent will be utilized for plantation through a septic tank. The industry has proposed to install its own submersible for the abstraction of fresh water from the ground at a rate of 03 KLD.</p>
<p style="text-align: justify;">PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.</p>
<p style="text-align: justify;">In the subject cited case, the industry has mentioned ground water extraction @ 3.0 KLD. Considering 25 working days per month, ground water extraction will be 75 KL/month, which is less than 300 KL/month.</p>
<p style="text-align: justify;"><strong>Under Air (Prevention & Control of Pollution) Act, 1981</strong></p>
<p style="text-align: justify;">The industry has proposed to set up a new Feed manufacturing unit for produced Cattle Feed by using De-Oiled Mustard Cake, Mustard Cake, Soya Doc, Cotton seed meal, Maize, Barley, Bajra, DDGS, Rice Bran, De-oiled Rice Bran, Molasses, Salt, Calcite Powder, Mineral Mixture, Wheat Bran. The industry has proposed to install a boiler with a capacity of 1 T/hr, followed by a cyclone separator.</p>
<p style="text-align: justify;"><strong>SITE SUITABILITY</strong></p>
<p style="text-align: justify;">The industry has also submitted a Land Use Classification certificate indicating that the industry is located in an Industrial Zone as per the Master Plan. Additionally, the industry has provided a certificate from the revenue department confirming the clearance of the site.</p>
<p style="text-align: justify;">The site of the proposed industry was visited by the officer of the Board on <strong>22/01/2024</strong> and it was observed that:</p>
<p style="text-align: justify;">1.<span style="white-space: pre;"> </span>The industry has constructed boundary Brick wall to all around the area/plot of the industry.</p>
<p style="text-align: justify;">2.<span style="white-space: pre;"> </span>No construction work has started at the site.</p>
<p style="text-align: justify;">3.<span style="white-space: pre;"> </span>No further activity has been observed at site during the visit.</p>
<p style="text-align: justify;">4.<span style="white-space: pre;"> </span>Domestic effluent will be discharged onto land for plantation through septic tank.<span style="white-space: pre;"> </span></p>
<p style="text-align: justify;">The site of the industry falls under industrial zone as per Master Plan Mandi Gobindgarh </p>
<p style="text-align: justify;">In view of above, it is recommended that consent to establish (NOC) under Water Act, 1974 and Air Act 1981 may be granted to the industry for <strong>one-year</strong> subject to suitable conditions and special conditions that: </p>
<p style="text-align: justify;">1.<span style="white-space: pre;"> </span>The industry shall get its building plans approved under the provisions of section 3- A of Punjab Factory Rules, 1952. </p>
<p style="text-align: justify;">2.<span style="white-space: pre;"> </span>The industry shall submit the completion certificate from PSCST, Chandigarh, before starting the work.</p>
<p style="text-align: justify;">3.<span style="white-space: pre;"> </span>The industry shall develop adequate plantation area.</p>
<p style="text-align: justify;">4.<span style="white-space: pre;"> </span>The industry shall obtain authorization from the Board as required under the provisions of under Hazardous waste rules, 2016.</p>
<p style="text-align: justify;">5.<span style="white-space: pre;"> </span>The industry shall ensure that there are no usages of single use plastic-thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises.</p>
