<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> It is submitted that the HCF is a 27 bed hospital and has obtained consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/FZR/2023/24508428 dated 21.12.2023 and under the Air Act, 1981 vide no. CTOA/Fresh/FZR/2023/24508424 dated 21.12.2023, both valid upto 31.03.2024, subject to certain conditions mentioned therein. Also, the HCF has obtained authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/FZR/2023/24054242 dated 02.11.2023, valid for a period upto 31.03.2024 for 27 bed. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Now, the HCF has applied for obtaining renewal consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS with requisite documents for 27 bedded. The hospital has already deposited Rs. 5,000/- each vide UTR No. N341232772816086 & N341232772814950 dated 07.12.2023 as consent to operate fee under the Water Act, 1974 and Air Act, 1981, respectively, which was adequate upto 31.12.2024 and now deposited Rs. 10,000/- each vide Receipt No. 29/5555 dated 11.01.2024 as consent to operate fee under the Water Act, 1974 and Air Act, 1981 to make adequate for a period upto 31.12.2029. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> The HCF has submitted that the liquid waste is treated with 1-2% sodium hypochlorite solution. The HCF has submitted copy of an agreement with common facility namely M/s Medwaste Solutions Pvt. Ltd., Village Biddowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement made with facility was valid upto 19.06.2027.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Further vide Board’s office order no. 379 dated 27.10.2023, in which it has mentioned that HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consent to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by PPCB without installation of individual ETPs, as an interim arrangement, subject to condition that HCFs shall be ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change, under Bio-Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments if any.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> The HCF has submitted an undertaking in which Director of the hospital has given an assurance to comply with the effluent standards as prescribed by MoEF for discharging of hospital effluent within consent period as may be granted by PPCB.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> To process the case, the hospital has been visited by this office on 19.01.2024 and it was observed that: </span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The HCF is segregating Bio medical Waste being generated by it category wise at the source of their generation as per color coding, collected in non-chlorinated puncture proof bags, which are placed in plastic containers. No bio medical waste was found mixing with Municipal Solid Waste. </span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The HCF has provided common collection centre for storage of bio medical waste from where common Bio Medical Waste treatment facility is collecting bio medical daily after issuing receipts to the HCF. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The HCF is using digital temperature measurement device & digital B.P. measurement device. It has installed a digital X-ray machine in its premises. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The hospital is treating liquid bio-waste generated from the lab and OT section with 1-2% hypochlorite solution and treated effluent is being discharged into Sewage Treatment Plant for further treatment. </span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The hospital has complied with provisions of Water Act, 1974 and Air Act, 1981 as well as with provisions of BMW Rules, 2016. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's.</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0in; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 0in; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"> Keeping in view of the above, it is recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF for bed capacity of 27 for a period up to 31.03.2029, subject to the suitable conditions along with specific condition that:</span></p>
