It is submitted that, earlier the industry was granted consent to establish (CTE) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/TRT/2023/23062415 dated 09/08/2023, which are valid up to 08/08/2024 for production of Raw Rice with Drier @ 48 Metric Tonnes/Day with suitable terms and conditions.   Now the industry has applied fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of Raw Rice with drier @ 48 Metric Tonnes/Day along with Compliance of the previous NOC granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Detail of the case are as under: - <p class="MsoListParagraphCxSpFirst" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">1.    The industry has submitted CA Certificate dated 15.01.2023 having gross value of fixed assets of Rs. 202.46 lakhs as on 31/12/2023. Accordingly, it has deposited Rs. 108500 (including Rs. 500/- as application form fee) vide Receipt No. 706372239 dated 20.01.2024 as consent fee under Water Act, 1974 and Rs. 108000/- vide Receipt No. 67111120 dated 20.01.2024 as consent fee under Air Act, 1981 as to make the fee adequate up to 30/09/2033 under both Acts. <p class="MsoListParagraphCxSpLast" style="margin-bottom: 0in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">2.    The industry has submitted copy of certificate of in principle approval (Form-ii) issued under the Punjab Right to Business Act, 2000 from Buraue of Invest Punjab vide no. 1629 dated 18.08.2023, vide which the industry has exempted to obtained Sanction of Building Plan, Issuance of completion/occupation certificate for buildings, Registration of Trade License and application for fire no objection certificate.     The industry was visited by officers of this office on 22/01/2024 and observed as under: - <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">1.    The industry is a Raw Rice shelling unit and has not started its operation yet. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">2.    The industry has installed shelling section 01 no., paddy cleaner 02 no., dryer 01 no. with bhattis, de-husker 02 no., polisher 04 no., silky machine 01 no. and sortex machine 01 no. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">3.    The industry has provided one no. cyclone with paddy cleaners and one no. cyclone with shelling section as an APCD with adequate sampling arrangement and stack height of 10 ft above roof level. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">4.    The approach road to the sheller is premix carpeted and the vehicular movement area and loading / unloading area is stabilized with bricks etc. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">5.    The industry has provided a rice husk storage area covered with wall. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">6.    The industry has provided a circular pipe for the discharge of rice husk at the height of approx. 10 ft above the ground level.   In view of above, it is therefore recommended that fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2033 for production of Raw Rice with drier @ 48 Metric Tonnes/Day with suitable terms and condition and special condition that: <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l2 level1 lfo3; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">1.    The industry shall analyze its air emission samples from the Board Lab in upcoming season.  <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l2 level1 lfo3; mso-layout-grid-align: none; text-autospace: none; margin: 0in 0in 0in .75in;">2.    The industry shall get building plan approved under Factory Act, 1948 after completion of exemption period granted under the Punjab Right to Business Act, 2000.  Competency Environmental Engineer
