CTOA/Renewal/LDH4/2022/17926878 dated 02.05.2022 and under Water Act, 1974 vide no. CTOW/Renewal/LDH4/2022/17926843 dated 02.05.2022, both valid upto 20.12.2023. for 06 bedded hospital subjected to the conditions mentioned therein. Now the HCF has applied for grant of renewal of consent to operate under Air Act, 1981 and Water Act, 1974 for 10 bedded facility. The HCF has submitted requisite documents through OCMMS. The HCF has deposited Rs. 5000/- with R no.<span style="mso-spacerun: yes;"> </span>267215622<span style="mso-spacerun: yes;"> </span>on 23.01.2024 as Air Consent fee, and Rs. 5000/- with R no.<span style="mso-spacerun: yes;"> </span>763748700 on 23.01.2024 as water consent fee. The consent fee submitted by the HCF is valid upto 19.12.2028 under both Acts. The HCF has already obtained authorization under BMW Rules, 2016, which is valid up to 31.12.2025. The HCF has submitted declaration that they have faced an error while applying for auto renewal of CTO. Thus, they have applied under renewal facility. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: 21.75pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; color: black; mso-color-alt: windowtext; mso-bidi-font-weight: bold;">As per office order no. 379 dated 27.10.2023, the Competent Authority of the Board has decided that HCFs upto 30 beds which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal STP have been installed, shall be granted<span style="mso-spacerun: yes;"> </span>consents/authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement, subject to the condition that HCF shall ensure to comply with the effluent standards as notified by the MoEF&CC under Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments, if any. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: 21.75pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; color: black; mso-color-alt: windowtext; mso-bidi-font-weight: bold;">Further, as per circular no. 329 dated 14.09.2023, the Board has decided to facilitate the entrepreneurs with “Auto generation of renewal of consent to establish/operate/authorization of any category of Small scale industries/projects/Health care Facilities (upto 50 beds) and Hazardous Waste generation industries” on the basis of self-declaration by these entrepreneurs and shall be without any inspection/ physical verification by the officers of the PPCB</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: 21.75pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; color: black; mso-color-alt: windowtext; mso-bidi-font-weight: bold;">As per application form, the HCF falls under the jurisdiction of MCL, where terminal STP has already been installed. The HCF has provided 01 D.G set of capacity 62.5 KVA equipped with canopy.<span style="mso-spacerun: yes;"> </span>As such, the HCF is complying with the provisions of Water Act, 1974 and Air Act, 1981. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; line-height: 21.75pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; color: black; mso-color-alt: windowtext; mso-bidi-font-weight: bold;"><span style="mso-spacerun: yes;"> </span>Keeping above in view, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF up to 30.09.2028 subject to suitable conditions and specific conditions as under: -</span></p>
