<p style="text-align: justify;">It is intimated the industry has proposed to install manufacturing unit for production Forged Roll, Shaft etc. @ 30 MTD by using STEEL INGOT/BLOOM/SLAB etc. @ 31 MTD The industry is medium scale orange category unit applied for consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. </p>
<p style="text-align: justify;">The industry has deposited NOC fee of Rs. 18500/- vide receipt no. 698023052 dated 04/01/2024 against the project cost of Rs. 703.21 Lakhs, which is adequate for one year, as per Board's Office Order dated 29/10/2018.</p>
<p style="text-align: justify;">The industry has submitted land registry details as per which the industry has purchased the land from HSM Consultants Mandi Gobindgarh. The site plan of the industry was approved by Er. Jasvir Singh Competent Person of Punjab Factory Act.</p>
<p style="text-align: justify;">The site of the proposed industry was visited by the officer of the Board on 23/01/2024 and it was observed that:</p>
<p style="text-align: justify;">1.<span style="white-space: pre;"> </span>The industry has constructed boundary Brick wall to all around the area/plot of the industry.</p>
<p style="text-align: justify;">2.<span style="white-space: pre;"> </span>The industry has proposed to engaged in the manufacturing of Forged Roll, Shaft etc. @ 30 MTD by using STEEL INGOT/BLOOM/SLAB etc. @ 31 MTD.</p>
<p style="text-align: justify;">3.<span style="white-space: pre;"> </span>The industry has proposed to install Annealing Furnace and PNG will be used as fuel.</p>
<p style="text-align: justify;">4.<span style="white-space: pre;"> </span>No trade effluent will be generated in the industrial process. </p>
<p style="text-align: justify;">5.<span style="white-space: pre;"> </span>Domestic effluent will be discharged onto land for plantation through septic tank.</p>
<p style="text-align: justify;">The said site is located in Industrial Zone as per report of MC Mandi Gobindgarh. The industry has submitted certificate issued by Invest Punjab, Project Identification Number 231044935 dated 22/11/2023 valid upto 21/05/2027. The site is suitable for establishment of such type of units as per the policy of the Board April, 2013.</p>
<p style="text-align: justify;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</p>
<p style="text-align: justify;">"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</p>
<p style="text-align: justify;">PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.</p>
<p style="text-align: justify;">In the subject cited case, the industry has mentioned ground water extraction @ 2.0 KLD. Considering 25 working days per month, ground water extraction will be 50 KL/month, which is less than 300 KL/month. </p>
<p style="text-align: justify;">In view of above, if approved, it is recommended that the consent to establish (NOC) under the Water Act, 1974 & Air Act, 1981 for manufacturing of Forged Roll, Shaft etc. @ 30 MTD by using as Steel Ingot/Bloom/Slab etc. @ 31 MTD, may be granted to the project proponent for one year with suitable conditions and following special conditions:</p>
<p style="text-align: justify;">a)<span style="white-space: pre;"> </span>The industry shall not carry out any activity which attracts the provisions of EIA notification dated 14/09/2006.</p>
<p style="text-align: justify;">b)<span style="white-space: pre;"> </span>The project proponent shall install its unit in the land details mentioned in the registry and the DTP certificate only.</p>
<p style="text-align: justify;">c)<span style="white-space: pre;"> </span>The unit is advised to obtain necessary clearance for abstraction of Ground Water from the Punjab Water Regulation and Development Authority (PWRDA), if need be.</p>
<p style="text-align: justify;">d)<span style="white-space: pre;"> </span>The unit shall obtain revised NOC of the Board, if it changes any of its product/capacity of the plant.</p>
<p style="text-align: justify;">e)<span style="white-space: pre;"> </span>The unit shall not engage in any water polluting process i.e. electroplating / pickling / galvanizing etc.</p>
<p style="text-align: justify;">f)<span style="white-space: pre;"> </span>The unit shall not install any air polluting machinery like boiler, furnace etc.</p>
<p style="text-align: justify;">g)<span style="white-space: pre;"> </span>The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall.</p>
<p style="text-align: justify;">h)<span style="white-space: pre;"> </span>The project proponent shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies.</p>
<p style="text-align: justify;">i)<span style="white-space: pre;"> </span>The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. (See attached banner).</p>
<p style="text-align: justify;">j)<span style="white-space: pre;"> </span>The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. </p>
<p style="text-align: justify;">k)<span style="white-space: pre;"> </span>The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</p>
<p style="text-align: justify;">l)<span style="white-space: pre;"> </span>The project proponent shall install noise limiter on potential pollution devises including retrofitting the existing devices.</p>
